Rules for crossing the border for people with disabilities
During a state of emergency or martial law, it is easier for people with disabilities to cross the border.
▪️ By a resolution of March 12, 2022, №264, the Cabinet of Ministers of Ukraine adopted amendments to the Rules for Crossing the State Border by Persons with Disabilities and Accompanying Persons.
According to these changes, in case of the state of emergency or martial law on the territory of Ukraine, persons with disabilities of groups I and II, regardless of age, may cross the state border of Ukraine with one of the following documents:
- references to the act of inspection by the medical and social expert commission,
- or a certificate confirming the relevant status, a pension certificate or a certificate confirming the appointment of social assistance following the laws of Ukraine: "On State Social Assistance to Persons with Disabilities from Childhood and Children with Disabilities", "On State Social Assistance to Persons for retirement and persons with disabilities”,
- or certificates for benefits to persons with disabilities who are not entitled to a pension or social assistance.
In addition, according to the Decree, one family member of the first degree of kinship who has reached the age of 18 or another person who has reached the age of 18 and provides care following the law is allowed to cross the border together with any person with disabilities of groups I and II who needs constant care.
The document confirming the implementation of care, in this case, may be a certificate, a certificate of compensation (benefits, allowances) for care.
A person with a disability who has been declared incapacitated or has limited legal capacity may also be accompanied by one guardian, trustee or family member of the first degree of kinship who has reached the age of 18.
It should be noted that a simplified border crossing procedure for this category of persons has been adopted in order not to endanger people and help to cross the border as soon as possible.

The simultaneous stay of visitors in the hotel lobby not more than one person per 10 square meters of serviceable area is allowed.
Persons can visit hotels and stay there (outside hotel room) only if they wear respirator or face mask (including homemade mask), so that the nose and mouth are covered.

Not more than 4 clients are allowed to stay at the table (excluding children under 14 years old). Unless these tables are separated by a special partition;
Self-serve is not allowed.
