Going to Russia due to the war - is there a liability?

Many Ukrainians have to travel through the temporarily occupied territories, or Russia, to get to a safe place. Is there no liability for such actions?
The Ministry of Integration informs that human security is paramount, so it is not a crime. Fleeing hostilities to reach a safe place, citizens can travel through the temporarily occupied territories or Russia.
There are no penalties for crossing the border in this way, as it is an emergency. According to the Code of Ukraine on Administrative Violations, in this case, administrative liability is excluded (Articles 17,18,247).
If there are any questions, Ukrainians can ask for clarification on the crisis hotline of the Ministry of Reintegration at number 1548, or on the hotline "Trust" of the State Border Guard Service at 1598.

The simultaneous stay of visitors in the hotel lobby not more than one person per 10 square meters of serviceable area is allowed.
