Traveling abroad for men with dual citizenship. How is it possible?

Since the introduction of martial law and the restriction of males liable for military service to travel abroad, cases of the use of dual citizenship have begun to be publicized online.
Males who have the citizenship of another country at the same time as the citizenship of Ukraine cross the border on a non-Ukrainian passport. Customs control is not able to track the presence of a second passport.
The peculiarity is that the Law of Ukraine clearly emphasizes that only single citizenship is allowed in Ukraine. If a person is a citizen of any state other than Ukraine, then he automatically loses the citizenship of Ukraine (Article 19 of the Law of Ukraine "About Citizenship").
But there is no legal obligation in the laws to inform the authorities about the acquisition of a second citizenship and responsibility for this (except for state officials).
Grounds for loss of citizenship of Ukraine
The Law of Ukraine "About Citizenship" in Articles 18 and 19 clearly defines the circumstances under which a citizen of Ukraine loses his citizenship. Officially, this happens after the relevant presidential decree.
It turns out that if a citizen does not inform the state about the acquisition of a second citizenship, then these norms do not apply to him, and he has two valid passports.
Risks of Dual Citizenship in Ukraine
For a citizen of Ukraine with citizenship of another state, there is only a risk of losing citizenship of Ukraine. As a result, he will be deprived of the corresponding rights and obligations. There are no administrative fines or criminal liability for the use of a second passport on the territory of Ukraine.
Therefore, “dual citizens” use this trick and flaw in the law to go abroad.
But we emphasize once again that the risk of losing Ukrainian citizenship remains, and the citizen takes responsibility himself for this.
