An expired residence permit gives the right to enter Ukraine: new conditions and exceptions

Foreigners and stateless persons have the right to enter and legally stay in Ukraine if they have a temporary or permanent residence permit that has expired or is subject to exchange after February 24, 2022.
This decision was adopted by the Resolution of the Cabinet of Ministers of Ukraine "Some issues of implementation of legislative acts in the field of migration under martial law" dated October 21, 2022.
This provision will be in effect during martial law and within 30 days after its termination or cancellation.
WARNING! The new rules do not apply to citizens of the russian federation. In the absence of a valid document, Russians must apply for a visa to Ukraine.
New rules for Ukrainians with expired passports
The resolution also established that during the period of martial law, internal passports of Ukrainian citizens in the form of a card, the validity periods of which expired during the war, and passports of Ukrainian citizens of the model of 1994, to which no photo cards were pasted upon reaching the age of 25 or 45 (BUT if the deadline for pasting the photo card has come during the period of martial law), are valid documents certifying the identity and confirming the citizenship of Ukraine.
The above-mentioned documents will be subject to mandatory exchange within 30 days from the moment of termination or cancellation of martial law in Ukraine. Until this moment, they will not be required to be replaced or renewed, accordingly, you will not receive a penalty for an expired passport.
