The average pension in Ukraine increased by 16.5% over the year. The data on the distribution of pensions across Ukraine allows us to determine where pensioners are provided with the highest and lowest pensions in the country. Find out more about which regions are at the top of the list
The average size of pensions in Ukraine varies by region. In particular, the Opendatabot study found where pensioners receive the highest and lowest amounts of payments.
Here's a look at where the highest and lowest pensions are paid in Ukraine.
In which regions do pensioners receive the lowest payments?
In 2024, 10,516,537 Ukrainians receive pension payments. According to the study, 29.1% of pensioners receive pensions in the amount of UAH 2,000 to 3,000, 23.1% receive from UAH 5,000 to 10,000, and 21% receive up to UAH 4,000 per month.
At the same time, almost 15% of Ukrainians of retirement age receive pensions in the range of UAH 4,000-5,000, and 11% have pensions of more than UAH 10,000. It is also noted that less than 1% of pensioners (64,601 people) receive less than UAH 2,000.
Summarizing these data, it can be determined that most pensioners receive payments of less than UAH 4,000, and only one third have pensions that are higher than or equal to the average pension.

Pensions by region
The average pension in Ukraine as of the beginning of 2024 is UAH 5,385, which shows an increase of 16.5% per year.
The list of cities and regions with the highest pension payments for 2023 is as follows:
• Kyiv - UAH 7,249
• Rivne region - UAH 6,674
• Donetsk region - UAH 6,622
It is noted that Luhansk region follows Donetsk region by a small margin, where the average monthly pension is UAH 6,334.
Among the regions with the lowest pension payments are the following:
• Zakarpattia region - UAH 4,262
• Chernivtsi region - UAH 4,255
• Ternopil region - UAH 4,070.
