At the session on June 19, the Verkhovna Rada passed a bill on the mandatory availability of shelters in new buildings that will protect people from air or chemical attacks. This is stated on the official website of the Verkhovna Rada.

From now on, the new law requires developers to design and build shelters in each new building. And the body of state architectural and construction control may not provide the developer with a certificate of readiness for the operation of a building if it will not be equipped with a shelter.

Olena Shulyak, the leader of the Servant of the People party, commented on the adoption of the bill: “The war has shown that Ukraine has few reliable shelters. Most of them are not equipped with evacuation exits, have no access to water supply and sewerage systems, are not adapted for food storage, not to mention the ability to protect the population in the event of weapons of mass destruction." 

The adopted document also states that new buildings should have facilities for evacuating people with limited mobility. This applies to buildings that will be designed for permanent residence of more than 50 people or temporary stay of more than a hundred.
