The medical system of Ukraine for foreigners combines both public and private medical institutions. In case of emergency, when there is a threat to life, emergency medical care is provided free of charge to everyone, regardless of citizenship.


For foreigners permanently residing in Ukraine, some free services are available in state medical institutions. However, for those who are temporarily in the country, most medical services are provided on a paid basis, and the cost is determined by the medical institution itself. Many foreigners choose private clinics because of the convenience and quality of service.


Health insurance is mandatory for all foreign nationals planning to enter the territory of Ukraine. This policy covers the costs of medical services and guarantees the receipt of high-quality medical care during their stay in Ukraine - it is relevant for all categories of foreigners: both those who have arrived for tourist purposes and those who have been living in the country for a long time.


How does the medical system work for foreign nationals in Ukraine?


All foreign nationals are entitled to medical services, regardless of how long they stay in the country. Another issue is that in most cases, such services are provided by private institutions (except for emergency medical care - the victim is sent to the nearest institution regardless of ownership). Prices in the healthcare market are generally stable, but each hospital sets its own prices. A health insurance policy is particularly relevant because it eliminates unnecessary worries, and the reimbursement issues are handled by the insurer.


Foreigners residing in Ukraine can be divided into 3 categories, each of which will require a different insurance policy:

- tourists and foreigners who have temporarily arrived for various purposes;

- temporary residents;

- permanent residents of Ukraine.


How the medical system works for tourists and business travellers


Medical care, including emergency care, is provided for a fee, unless otherwise provided by international treaties or laws of Ukraine. The cost of such assistance is determined directly by the medical institution on the basis of resolutions of the Ministry of Health of Ukraine.


A health insurance policy is mandatory for entry into Ukraine. If you need to see a doctor, you should contact your insurance company, which will refer you to a medical facility with which you have a contract.

The insurance company will also reimburse the cost of medicines if you have a supporting payment document.


Please note! If the cost of medical services exceeds the sum insured, the foreigner must pay the difference to the medical institution.


If a foreigner is provided with emergency medical care under the medical guarantee programme (state budget), he or she must reimburse the state for the costs. In case of refusal, this issue is resolved with the participation of the relevant foreign missions in Ukraine.


For those arriving in Ukraine for tourist or business purposes, we recommend purchasing health insurance covering military risks. There are currently no absolutely safe cities in the country, so such a policy will guarantee your confidence in your future travels.


Please note! In accordance with Part 53 of Article 7 of the Law of Ukraine ‘On Insurance’, insurance covering war risks is mandatory for foreign journalists, reporters, correspondents, opinion leaders and media representatives.



How the medical system works for temporary residents in Ukraine


Temporary residents have access to medical services on an equal footing with Ukrainian citizens, but (except in some cases) these services are paid for.


Foreigners can pay for medical care from the following sources:

- own funds

- insurance premiums;

- other sources not prohibited by law.


We recommend that temporary residents purchase an annual insurance policy (Armour + Year of Protection). On a daily basis, your security will be quite inexpensive!



How the medical system works for permanent residents in Ukraine


According to the laws of Ukraine, foreigners permanently residing in its territory enjoy the same healthcare rights as Ukrainian citizens - they receive medical services at the expense of public funds.


The package of services covered by the budget includes diagnostic and primary care services. The procedure is the same as for Ukrainians - you need to sign a declaration with your family doctor. To conclude the declaration, you will need a permanent residence permit and a certificate of residence registration in Ukraine.


Foreigners permanently residing in Ukraine can also conclude a health insurance contract. It is also recommended that they purchase an annual policy, which will significantly save time and money.



How to get health insurance for foreigners in Ukraine?

To apply for a policy on the Visit Ukraine portal, you only need your international passport. To purchase insurance, you must follow these steps:

1. Prepare your passport;

2. Choose an insurance package (that meets your needs).

3. Choose the term of insurance

4. Enter your date of birth.

5. Fill in the form with the data about the insured person (full name, e-mail, contact phone number, passport details, citizenship and place of residence).

6. Sign the insurance contract (you will need to enter a special code that will be sent to the specified e-mail).

7. Pay for the insurance policy.
