Germany introduces mandatory technical inspection of cars with Ukrainian registration: details
Ukrainian refugees in Germany will be required to check the condition of their cars. The country's authorities will focus on the safety of road users and compliance with emission standards. Find out more when the new requirements come into force
The ministries of transport of the federal states of Germany have agreed to introduce a mandatory technical inspection for cars of Ukrainian refugees who have been in the country for more than a year. This is reported by DW.
It is noted that the inspection will be carried out through a simplified procedure.

Mandatory technical inspection of Ukrainian cars in Germany: what is known
The main purpose of the inspection will be to ensure the safety of road users and compliance with environmental emission standards.
However, the technical characteristics of the vehicles will not be checked for compliance with the requirements in force in Germany and the European Union. This is because the cars will remain registered in Ukraine, according to representatives of the Ministry of Transport of North Rhine-Westphalia.
Until now, obtaining certificates of compliance with European technical standards has been difficult and cost hundreds of euros for Ukrainian car owners. This problem was especially true for cars imported from the United States, where such certification is virtually impossible.

When will the requirements for mandatory vehicle inspection come into force?
The ministries of transport of the German federal states are currently finalizing the rules under which Ukrainians with temporary protection will be able to stay in the country without registration for more than a year (from the date of crossing the border).
The final text of the rules is expected to be adopted by June 9. They will come into force after the federal states separately adopt and publish the document. At the same time, certain temporary rules in the Länder, according to which Ukrainian cars do not need to be registered and inspected for a certain period of time, will cease to be effective.
The new rules for cars from Ukraine provide for an extension of the grace period without registration (obtaining German license plates) until April 1, 2024, after a year of stay in Germany.
How can Ukrainians drive cars with Ukrainian license plates without German insurance?
Ukrainian drivers who plan to use cars with Ukrainian license plates in Germany without the need to obtain German motor vehicle insurance and pay the transport fee must apply to the relevant car registration authorities (Zulassungsstelle) at their place of residence and obtain a permit for an exemption from the mandatory car registration in Germany, as set out in §20 of the relevant regulation (Ausnahmegenehmigung).
Such a permit will be issued provided that the driver presents a certificate of technical inspection conducted by an authorized company (e.g. TÜV or DEKRA) and has a motor vehicle insurance for vehicles outside the country (Grenzversicherung).
It is worth remembering that all vehicles must be insured. The easiest and most reliable way for a Ukrainian to do so is to take out a Green Card policy. This insurance policy guarantees compensation for damages to a third party in the event of an accident and is characterized by maximum convenience in registration.
