Due to the intensive flow of refugees, most regions of Germany lack free social housing, which creates a challenge for some states in accommodating Ukrainians.
Each state sets its own standards for the distribution of refugees between cities and regions on its territory. Large urban centers have long been overcrowded and unable to accommodate new people.
There is a possibility that you may be left in a state that no longer accepts IDPs if you arrive there without a pre-arranged distribution in another state. Also, this possibility exists if there has been a significant number of Ukrainians leaving the area recently and places have become available.
However, it is impossible to predict such situations - today they exist, and tomorrow it may be different.
At the same time, it is possible to get to a "non-receiving" state if you have employment, education or immediate relatives (husband/wife, minor children) in this territory.

The list of German states that continue to accept Ukrainian immigrants
According to the latest information, Ukrainians have the opportunity to get to the following states:
• Baden-Württemberg;
• Hessen;
• Rhineland-Palatinate (Rheinland-Pfalz);
• Saxony (Sachsen);
• Thuringia (Thüringen).
Please note! The list of states that are ready to accept Ukrainian immigrants may change on a daily basis. There is an agreement between the federal states on the quota for accepting IDPs. Those states that have already exceeded their quota may be temporarily "closed". People who arrive at camps in areas that do not accept new immigrants are redirected to states that are ready to accept them.
Currently, all quotas are already at the limit, so the status of "land accepting/not accepting" can change several times in one day, and there is no way to predict what will happen next. Displaced persons should go to a camp where you will be provided with food, warmth and the opportunity to rest or spend the night, and then be sent to a place where there is currently a vacant space.
It is noted that the largest initial reception centers are located in the Messhalle in Hanover or Tegel in Berlin. There, in particular, free train tickets are issued for further travel to the next destination.
