Changes in payments to IDPs in August. Who is affected by the new rules for receiving financial assistance?

As of August 1, the rules for providing financial assistance to internally displaced persons have changed in Ukraine.

Who will stop receiving help?

From now on, Ukrainians who have the status of IDPs and who have returned to their surviving and habitable housing in a territorial community that is not occupied, or is not located in a region where active hostilities are taking place, will not be able to receive assistance.

Who will continue to receive payments?

In August, payments will continue to be provided to IDPs who:

 • left the territory of communities located in the zone of hostilities;

 • live in temporarily occupied territories;

 • have destroyed or uninhabitable housing and submitted an application for reimbursement of expenses through the Unified State Web Portal of Electronic Services.

The relevant restrictions were approved by the Government of Ukraine in May 2022 and continue to apply.

Which territories are included in the list of occupied and combat zones?

The list of territories is approved by the Ministry of Reintegration. It is not fixed and the data in it is constantly updated.

Currently, the list includes 321 communities in 9 regions of Ukraine:

 • Donetsk region – 66 communities;

 • Kharkiv region – 56 communities;

 • Zaporizhzhia region – 55 communities;

 • Kherson region – 49 communities;

 • Luhansk region - 37 communities;

 • Mykolaiv region – 25 communities;

 • Sumy region - 21 communities;

 • Dnipropetrovsk region - 7 communities;

 • Chernihiv region – 5 communities.

As a reminder, the monthly financial assistance for IDPs from the state is: 2,000 hryvnias for a person over 18 years old, 3,000 hryvnias for children and persons with disabilities. This payment is not taxable and is not taken into account when calculating the family's total income when receiving other types of social assistance.
