On Friday, September 16, the draft law on criminal liability for forced Russian passporting was approved at a government meeting. This was announced by the Deputy Prime Minister - Minister for Reintegration of the Temporarily Occupied Territories of Ukraine, Iryna Vereshchuk.
"Unfortunately, international law does not contain adequate norms for countering illegal Russian passporting on the territory of Ukraine. Therefore, we have to react by strengthening criminal legislation", - she said.
The relevant draft law provides for the following:
• If a civil servant received an enemy passport, he will be imprisoned for 10 to 15 years.
• Propaganda of enemy citizenship is punishable by imprisonment for a term of 5 to 8 years.
• Forcing Ukrainian citizens to obtain a Russian passport entails deprivation of liberty for a period of 8 to 12 years.
• From 8 to 12 years of imprisonment for creating conditions under which failure to obtain a Russian passport will reduce the rights of a citizen of Ukraine or otherwise put him in a disadvantageous position.
That is, we are talking about indirect coercion.
Such innovations are directed against civil servants with Russian passports and against those who directly or indirectly contribute to Russian passporting.
This draft law does not apply to other persons.
"The norms of the new law are aimed primarily at punishing the organizers of hostile passporting and their accomplices. In particular, Russian citizens who engaged in illegal passporting on the territory of Ukraine are subject to punishment", - Iryna Vereshchuk emphasized.
