New rules for paying benefits to Ukrainian refugees in the Czech Republic: what has changed

The upper house of the Czech parliament has approved the Lex Ukrajina Law, which changes the rules of humanitarian payments for refugees from Ukraine. It will come into force in April 2023 if signed by the President of the country. At the same time, the updated payment rules will take effect later - from July 2023. We will tell you about the new rules for receiving financial assistance below. 


How does the Czech Republic help refugees from Ukraine?


Currently, Ukrainians who are in a difficult financial situation can receive cash payments.


During the first six months of residence in the country, the state pays 5000 CZK per month, then 4860 CZK for adults and 3490 CZK for children. It should be added that only those Ukrainians who have not been provided with free housing and multiple meals can receive financial support.


What will the new Lex Ukrajina bill change in the Czech Republic?


The main changes that will have the greatest impact on the situation of Ukrainians in the country:


• The amount of the first payment will be reduced to 4,860 CZK;

• The first payment will not be automatic. Refugees will need to submit information about their income, as this determines their eligibility for the payment and its amount;

• Refugees with disabilities and pensioners will receive more - 7290 CZK for adults and 5235 CZK for children;

• For children aged 6 to 10, the humanitarian payment will be 1.2 times the subsistence level;

• Refugees will be motivated to work. If a person does not find a job within 150 days of receiving temporary protection status, the amount of the state payment will be reduced to 3130 CZK for an adult. This amount is the so-called "minimum necessary for existence" (existenční minimum);

• The amount of the benefit will be calculated according to a special formula: the amount of the benefit requested by the applicant, plus housing costs, minus the applicant's income. If the resulting figure is less than or equal to zero, the payment will not be granted. If the result is between 1 and 50 CZK, the refugee will be granted an allowance of 50 CZK. In other cases, the amount of the payment will be equal to the amount received as a result of the calculations;

• You can now apply for the first payment both online and offline. However, for the second and subsequent payments, you need to fill out an application form only online;

• Control of the address of residence. If the address provided does not match the address in the register of residents, the payment will be denied;

• The Czech Republic will create a state register of labor contracts with refugees;

• Free housing will be provided only for 150 days from the date of obtaining temporary protection. Ukrainians with a difficult financial situation will be able to use the housing longer. In addition, if a refugee does not reside in the provided accommodation for more than 10 consecutive days without a valid reason, he or she will lose the right to reside in this place further.
