How many foreigners received Ukrainian citizenship in 2023?

Despite the risks associated with the full-scale invasion of russia, foreign citizens continue to come and apply for Ukrainian residency. This was reported by the Main Department of the State Migration Service in Lviv region at the request of the Gal-info Information and Analysis Agency.


How the number, territorial affiliation of foreigners and the number of rejections of requests have changed is described below.

How has the territorial affiliation of foreigners traveling for immigration purposes changed?


The Agency notes that the territorial affiliation of foreigners who intend to stay in Ukraine legally has not changed. However, there are still some peculiarities.


As in 2021 before the war, so in 2023, the vast majority of foreigners came from Azerbaijan, Belarus, Armenia, Georgia, Israel, the Republic of Moldova, Italy, Lebanon, Germany, Poland, Turkey, and russia.


However, the main difference is that the number of foreigners from Armenia, Azerbaijan, and the United States almost doubled, while the number from Israel, Italy, Georgia, and russia, on the contrary, decreased by half, and the number from Italy, Lebanon, and Germany decreased by three times. Migration statistics from Belarus, Poland and Turkey remain unchanged.


The Agency also added that in 2023, the map of migration to Ukraine was expanded by citizens from Greece, Denmark, Ecuador, Iraq, China, Libya, the Netherlands, Pakistan, Slovakia, Finland, Turkmenistan, Tajikistan, and Tunisia who came to stay permanently.

How many permits and refusals for immigration to Ukraine were issued in 2023?


 In 2023, 294 permits for immigration to Ukraine were issued, but compared to the pre-war period, their number has decreased. Thus, in 2021, 388 permits were issued.


At the same time, the number of refusals to grant such permits during the war increased 6 times: in 2021 there were 6, while in 2023 there were 36. It is noted that this is due to the fact that when checking the documents submitted by foreigners, law enforcement agencies denied and refused to receive them.


Acquisition of Ukrainian citizenship during the war: statistics of refusals


The total number of applications for Ukrainian citizenship has decreased: in 2021, the Migration Service received 518 applications, and in 2023 - 405.


At the same time, 471 positive decisions were made in 2021 regarding the acquisition of Ukrainian citizenship by a foreigner, and 319 in 2023.
