The European Parliament has passed the world's first artificial intelligence (AI) law aimed at regulating the use of these technologies. This law presents a thorough set of security measures in the field of AI and sets the first restrictions on generative AI tools that have gained global popularity thanks to ChatGPT.


The document, which was agreed upon in negotiations with member states in December 2023 and has now received the support of 523 MEPs, with 46 votes against and 49 abstentions.


The world's first law on artificial intelligence: what the document says


According to the law, it is forbidden to use images of faces from the Internet and video surveillance recordings to create databases. 


Also banned are real-time face recognition systems, emotion recognition systems in businesses and schools, as well as "social rating" systems and systems that "manipulate human behavior" or exploit human vulnerabilities.


Law enforcement agencies will be prohibited from using biometric identification systems, except in certain specified situations, such as searching for a missing person or a terrorist threat.

The rules will apply to high-performance, general-purpose AI models and high-risk systems that must comply with specific EU transparency and copyright requirements.


Clear rules of use are established for authorized AI-based systems, including their transparency and human control. In addition, the labeling of images created with the help of AI is envisaged.


European Commissioner for Internal Trade and Services Thierry Breton emphasized that she welcomed the overwhelming support for the EU law on artificial intelligence, which became the world's first comprehensive and binding regulation for reliable AI.


"Europe now stands as a global leader in setting standards for trustworthy AI," he said.


The EU countries plan to officially approve the law in May, and it is expected to enter into force early next year and start applying in 2026, although some provisions may come into effect earlier.
