The new law opens a new era for Ukraine in the field of lobbying. It defines a clear framework and rules for the activities of lobbyists and their clients. President Volodymyr Zelenskyy has signed the law "On Fair Lobbying". This is evidenced by a document published on the Parliament's website. 


According to the document, the law will come into force two months after the launch of the Transparency Register established by the National Agency for the Prevention of Corruption, but no later than January 1, 2025.

Essentially, the law aims to legalize the practice of lobbying in Ukraine. It allows any business or business association to enter into agreements with lobbyists to protect its interests. 


It is known that lobbying existed in Ukraine before, but without an appropriate legal framework or regulation of the participation of all parties in the process. Usually, lobbying activities were carried out through controlled MPs at various levels of government.


Thus, the main purpose of the law is to make the lobbying process more transparent and in line with international standards, so that everyone knows who influences the decision-making process and how.

Lobbying law is the last requirement to start EU accession negotiations


The adoption of a law on lobbying has become one of the key recommendations of the Group of States Against Corruption (GRECO) and a recommendation of the European Commission on the way to formal negotiations on Ukraine's accession to the EU.


Ukrainian lobbying is defined as any attempt to influence a legal act or its draft in the commercial interests of a person or a third party.


The document also establishes lobbying terminology, rights and obligations of lobbying participants, methods of influence, and rules of ethical behavior for lobbying participants.


It also provides for the creation of a Transparency Register, which will be managed by the National Agency for the Prevention of Corruption, as a system for collecting, storing, protecting and providing information on lobbying participants and their reporting.
