❗️Ukrainian President Volodymyr Zelenskyy signed the law on mobilization on 16 April. However, it will come into force exactly one month after the law is officially published.


The Verkhovna Rada of Ukraine has passed a draft law on mobilisation in the second reading. The document was supported by 283 MPs. Here's what the new mobilisation rules say and when they will come into force.

During the meeting, MPs took into account 31 amendments made by the relevant Committee, as well as an amendment that removes the provision on demobilisation from the document. 

The law on mobilisation: what does it provide for?

A few months after the first draft was presented, the provisions of the law were amended several times due to public outcry. The main provisions of the fully adopted draft law are as follows:

- Basic general military training is introduced. Starting in 2025, it will become an element of education in educational institutions and will be conducted in universities of all forms of ownership.

- Instead of conscription, basic military service is introduced for a period of 5 (in peacetime) and 3 (in wartime) months. Ukrainians under the age of 24 will be able to choose the year and period of basic service.

- To update the data in the military registration and enlistment office, you do not need to go to the territorial acquisition centre (TAC). This can be done online in your personal account or at the ASC (administrative service centre). Citizens who are registered with the military can voluntarily create a personal e-cabinet of a conscript, person liable for military service or reservist.

- People with disabilities are entitled to demobilisation. Those who have returned from captivity can also be eligible for demobilisation (unless the serviceman expresses a desire to continue his service).

- People who are found to be partially fit have to attend the CMC again.

- Servicemen who sign their first contract are entitled to compensation of 50% of the down payment on a loan secured by a mortgage.

- Those who received a disability group II - III after 24 February 2022 (except for military personnel) must undergo a second medical examination to determine their fitness for service.

- Within 60 days, you will need to update your personal data in the CCP. This can be done remotely by email, phone or through an e-cabinet.

- For those who evade military service, restrictions will be imposed on the right to drive. But there are exceptions.

- An authorised representative of the TAC or a police officer is obliged to introduce photo and video recording of the process when checking documents.

- Now, citizens must have a military registration document with them and show it at the request of a representative of the TAC, a police officer or the State Border Guard Service. It is required for the period of mobilisation for all citizens aged 18 to 60 who are registered (deregistered).

When will the law on mobilisation come into force?

After the draft law is passed in the second reading, it must be signed by the Speaker of the Verkhovna Rada and then by the President of Ukraine.

After that, the law comes into force in a month. That is, the law will definitely come into force no earlier than 11 May.

As you know, the draft law on mobilisation has been under consideration in the parliament for about 5 months. But it has been revised several times due to a number of comments. Despite its adoption, the law still has contradictions, as the MPs themselves say.
