The Ministry of Defense of Ukraine has published an updated list of diseases with which persons liable for military service are recognized as fit for service. The list of diseases that give the right to deferment has been significantly reduced. Find out more about the diseases that can and cannot be mobilized in 2024
An order of the Ministry of Defense of Ukraine was published on the website of the Verkhovna Rada. According to the published document, the list of diseases that give persons liable for military service the right to a deferment has been significantly reduced. In addition, the appendix with the schedule of diseases, conditions and physical disabilities that determine the degree of fitness for military service, service in the military reserve, states that citizens can be divided into several categories. Namely:
– fit for service;
– fit for service in military support units, TCC and JV, higher education institutions, training centers, institutions (establishments), medical units, logistics, communications, operational support, security units
– temporarily unfit (in need of treatment);
– unfit for military service with a review in 6 months;
– unfit for military service with exclusion from the military register.
The military medical examination determines the fitness for military service of conscripts, servicemen, persons liable for military service and reservists, establishes the causal relationship of diseases, injuries (wounds, contusions, mutilations) with military service and determines the need and conditions for medical and social rehabilitation and assistance to servicemen.
What diseases can and cannot be mobilized during the war?
Various spinal diseases that have led to serious dysfunction that are exempt from mobilization
– spinal diseases (dorsopathies) and the consequences of M40-M54;
– kyphosis, lordosis, scoliosis, osteochondrosis;
– spondylolysis, spondylolisthesis, intervertebral discs;
– injuries of the spine, spinal cord, blood vessels, nerve plexuses and peripheral nerves S22, S24, S25, S32;
– spinal fractures, intervertebral disc rupture, etc;
– tearing, compression, concussion, swelling and hemorrhage of the spinal cord;
– active limited tuberculosis, as well as progressive tuberculosis of the spine, bones and joints, accompanied by dysfunction, paresis, paralysis, as well as fusion abscesses and fistulas;
– deforming spondylosis and intervertebral osteochondrosis of the cervical spine, accompanied by serious disorders;
– Fixed spinal curvature with severe deformation of the chest and significant impairment of external respiratory functions, etc.
Diseases of the joints, bones and muscles that are exempt from mobilization
– infectious arthropathies with persistent and significant changes (purulent arthritis, reactive arthropathies, Reiter's disease)
– inflammatory polyarthropathies with significant dysfunction (rheumatoid arthritis, vasculitis and bursitis, Felty's syndrome, Still's disease, crystalline, psoriatic and enteropathic arthropathies, juvenile arthritis, gout)
– systemic connective tissue diseases with significant dysfunction (polyarteritis nodosa and related conditions, necrotizing vasculopathies, Wegener's granulomatosis, Takayasu syndrome, systemic lupus erythematosus, dermatopolymyositis, systemic sclerosis, dry Sjögren's syndrome, Behnot's disease);
– severe form of ankylosing spondylitis;
– osteoarthritis and other joint disorders with significant dysfunction;
– diseases and lesions of muscles, synovial membrane and tendons with significant dysfunctions;
– osteopathies and chondropathies with significant dysfunctions (osteoporosis, osteomalacia, delayed fracture healing, stress fractures,
– fibrous bone dysplasia, osteomyelitis, osteonecrosis, Paget's disease, etc;)
– acquired deformities and defects of fingers and limbs with significant dysfunction;
– fibroblastic disorders with significant dysfunction;
– bilateral amputation of limbs at any level or unilateral amputation of the lower limb above the level of the upper third of the lower leg.
Heart disease and circulatory system diseases that exempt from mobilization
– heart failure of II-B - III stages;
– stage III hypertension;
– cerebrovascular diseases (cerebral infarction, stroke) with significant dysfunction;
– diseases of arteries, arterioles and capillaries, veins, lymph nodes (atherosclerosis, thrombosis, varicose veins, etc.) with significant impairment of blood circulation and functions;
– diseases of peripheral vessels with significant impairment of blood circulation and functions (Raynaud's syndrome, obliterative thrombangitis);
– acquired arteriovenous fistula;
– hereditary hemolytic telangiectasia, non-tumorous nevus;
– diseases of veins, lymphatic vessels and nodes with significant circulatory and functional disorders (phlebitis, thrombophlebitis, thrombosis, embolism; varicose veins, lymphadenitis, consequences of surgical interventions).
Diseases of the stomach that exempt from mobilization
– maxillofacial anomalies (except congenital), including malocclusion with significant impairment of respiratory, olfactory, chewing, swallowing and speech functions
– diseases of the esophagus, stomach and duodenum, appendix, intestines and peritoneum with significant dysfunction;
– gastric ulcer and duodenal ulcer with significant dysfunction;
– liver disease with significant dysfunction;
– hernias of various types with significant dysfunction.
Diseases of the ears and eyes that exempt from mobilization
– pronounced anatomical defects of the eyelids, orbit, conjunctiva with significant visual or motor impairment in both eyes;
– severe diseases of all parts of the eye and its accessory apparatus in both eyes, with frequent exacerbations or progressive decline in visual functions (scars, opacities, degenerative changes, cataracts, optic nerve diseases, etc;)
– detachment and rupture of the retina of any etiology in both eyes;
– severe glaucoma in both eyes;
– persistent paralysis of the motor muscles of the eyeball in the presence of diplopia;
– myopia or hyperopia of either eye in one of the meridians exceeding 12.0 D or astigmatism of any kind with a difference in refraction in the two main meridians exceeding 6.0 D
– visual acuity of one eye below 0.1 or its blindness;
– blindness of one or both eyes and absence of one or both eyeballs;
– persistent complete deafness in both ears or deaf and dumb;
– bilateral severe and profound (3-4 degrees) impairment of hearing function;
– deafness in one ear and severe hearing loss in the other;
– progressive bilateral severe hearing loss;
– deafness with damage to the central parts of the auditory analyzer, pronounced autonomic and extraaural manifestations.
At the same time, persons who have been diagnosed with the disease are recognized as fully fit for military service:
– mild form of glaucoma;
– myopia or hyperopia of either eye in one of the meridians of more than 6.0 D and up to 12.0 D
– astigmatism of any kind with a refractive error of more than 3.0 D;
– color perception disorders (dichromasia, abnormal trichromasia of any type).

Diseases of the blood and hematopoietic organs that exempt from mobilization
– all types of anemia;
– blood clotting disorders;
– purpura (idiopathic, thrombocytopenic);
– hemorrhagic conditions (increased bleeding);
– agranulocytosis;
– diseases of the spleen;
– disorders involving the immune mechanism (all types of sarcoidosis, immunodeficiencies).
Only those persons whose condition is diagnosed as rapidly progressive and decompensated (with significant impairment of organ and system functions) become completely unfit. Persons liable for military service who have suffered acute diseases of the blood, hematopoietic organs and certain disorders involving the immune system or surgical treatment are temporarily unfit.
Diseases of the nervous system that exempt from mobilization
– inflammatory diseases of the central nervous system (meningitis, encephalitis, myelitis, encephalomyelitis, intracranial and intravertebral abscess)
– progressive diseases of the central nervous system (systemic atrophy, degenerative diseases, paralysis and paralytic conditions, Parkinson's disease, multiple sclerosis, dystonia (except for vegetative-vascular), cerebral palsy, hydrocephalus, toxic encephalopathy, etc;)
– epilepsy in the presence of frequent seizures or severe mental disorders;
– diseases of the peripheral nervous system associated with nerve damage, impaired innervation and pain syndrome (neuropathy, myasthenia gravis, myopathy, dorsalgia, radiculopathy, cervicalgia, sciatica, lumbago, etc.
However, persons liable for military service with pathologies of the nervous system are recognized as unfit for military service only in cases of significant and rapidly progressing dysfunctions.
Mental and behavioral disorders exempting from mobilization
– all types of dementia, organic amnesic syndrome;
– mental, personality and behavioral disorders due to brain damage or somatic disease;
– addiction syndrome with severe, persistent mental disorders due to the use of psychoactive substances (alcohol, drugs, medications);
– endogenous psychoses with frequently recurring phases (schizophrenia, chronic delusional disorders, episodic manic disorders, affective mood disorders);
– neurotic conditions associated with stress (phobias, obsessive-compulsive, adaptive and somatoform disorders, neurasthenia, reactions to severe stress, depression, psychogenic deafness)
– pronounced behavioral syndromes, personality and emotional disorders (associated with eating disorders, substance abuse that does not cause dependence);
– behavioral and emotional disorders in adolescence (hyperkinetic, social, emotional, unspecified mental);
– personality and behavioral disorders in adulthood (paranoid, schizoid, dissociative, emotionally unstable, hysterical, etc;)
– disorders of habits and urges, sexual identification, sexual disorders;
– specific disorders of speech and language, learning disabilities, motor function, etc;
profound and severe mental retardation.
Infectious and parasitic diseases that exempt from mobilization
– active progressive tuberculosis with lung tissue decay;
– active, progressive tuberculosis of other organs (except for the lungs);
– severe forms of viral hepatitis with significant impairment of body functions that are difficult to treat;
– HIV with immune decompensation in stage IV.
Detected sexually transmitted infections (syphilis, gonorrhea, chlamydia, trichomoniasis, etc.) are the basis for the decision of the MEC on temporary unfitness and the need for treatment, but are not the basis for complete unfitness for service.
At the same time, persons with the following diseases are fit for military service:
– residual changes after cured tuberculosis of various localizations;
– chronic viral hepatitis with minor dysfunction;
– HIV-related diseases and asymptomatic HIV carriage.
In addition, the following will be recognized as fit for service in the rear:
– clinically cured tuberculosis;
– chronic viral hepatitis with moderate dysfunction;
– HIV-related diseases with immune subcompensation.
Neoplasms exempt from mobilization
– malignant tumors with metastases and inoperable condition;
– progressive oncological diseases of lymphoid tissue, blood and related tissues with significant changes in the blood composition (lymphogranulomatosis, myeloma, leukemia, myelodysplastic syndrome, etc;
– benign tumors of any localization with significant impairment of body functions.
At the same time, persons liable for military service who have been diagnosed with a neoplasm (malignant or benign) in the phase of long-term stable remission after specific treatment during martial law are recognized as eligible.
Respiratory diseases that exempt from mobilization
– stenosis of the larynx;
– paresis and paralysis of the larynx with significant impairment of voice and respiratory function;
– severe form of spastic dysphonia;
– chronic diseases of the lower respiratory tract with significant impairment of external respiratory function (bronchitis, emphysema, obstructive pulmonary disease, bronchiectasis);
– lung diseases caused by external agents, interstitial lung diseases with significant impairment of external respiratory function (pneumoconiosis, chronic pneumonitis, idiopathic fibrosing alveolitis, pulmonary alveolar proteinosis, hemosiderosis, etc;)
– chronic purulent and necrotic diseases, pleural diseases, other respiratory diseases with significant impairment of external respiratory function (lung and mediastinal abscess, pyothorax, etc.)
– severe persistent bronchial asthma.
Diseases of the skin and subcutaneous tissue that exempt from mobilization
– diffuse neurodermatitis (atopic dermatitis) with widespread lichenification of the skin
– common vesicles;
– herpetiform dermatitis;
– widespread continuously recurrent plaque psoriasis;
– psoriatic erythroderma.
Diseases of the genitourinary system exempting from mobilization
– renal failure of stage IV-V due to glomerular and tubulointerstitial kidney disease (nephrotic syndrome, chronic interstitial nephritis, acute pyelitis, pyelonephritis, tubulointerstitial nephritis, chronic primary pyelonephritis, nephropathy)
– diseases of the kidney, ureter, bladder and urethra with significant dysfunction (obstructive uropathy, hydronephrosis, pyonephrosis, urolithiasis, kidney cyst, cystitis, urethritis, urethral stricture, etc;)
– diseases of the male genital organs with significant dysfunction (hyperplasia, adenoma, and myoma of the prostate, inflammatory and other diseases of the male genital organs);
inflammatory diseases of the pelvic organs in women with significant dysfunction (salpingitis, oophoritis, inflammation of the uterus or cervix, diseases of the bartholin gland, other inflammatory diseases of the vagina and vulva);
– non-inflammatory diseases of the female genital organs with significant dysfunction (endometriosis, genital prolapse, ureterocele, bladder hernia, fistulas, non-inflammatory diseases of the ovaries, fallopian tubes and broad uterine ligament, ovarian or corpus luteum cysts, hematosalpinx, polyps of the female genital organs, cervical erosion and dysplasia, etc.)
Developmental defects and chromosomal abnormalities that exempt from mobilization
– congenital malformations of the nervous system;
– congenital malformations of the eye, ear, face and neck;
– congenital malformations of the circulatory system;
– congenital malformations of the respiratory system;
– cleft lip and palate and other congenital malformations of the digestive system;
– celiac disease;
– congenital malformations of the genital organs;
– congenital malformations of the urinary system;
– congenital malformations and deformities of the musculoskeletal system;
– other congenital malformations;
– chromosomal abnormalities.
Injuries, poisoning and consequences of external causes that exempt from mobilization
– any injuries (fractures, concussions, compression, contusions, foreign bodies, hemorrhages, tears, swelling, polytrauma)
– thermal and chemical burns, frostbite, heat stroke;
– barotrauma, caisson disease, asphyxiation;
– lightning and electric shock;
– exposure to ionizing radiation, rocket fuel components, electromagnetic field sources, laser radiation;
– toxic effects of microorganisms of I-II pathogenicity groups;
– poisoning by drugs or chemicals for non-medical purposes (gases, smoke, vapors, pesticides, food, toxins due to bites of animals, reptiles, insects).
However, such injuries and illnesses may be grounds for declaring a person completely unfit for military service, provided that exposure to external traumatic factors has led to a significant impairment of body functions.
Endocrine diseases, nutritional and metabolic disorders that exempt from mobilization
Such diseases (thyroid diseases, diabetes mellitus, obesity, lymphopathosis, etc.) may be grounds for declaring a person unfit only in cases of significant impairment of body functions. In other cases, a person liable for military service may be declared temporarily unfit or fit for service in military support units, TCCs and JVs, higher education institutions, training centers, institutions, medical units, logistics, communications, operational support, and security units.
