Poland has started requiring a permit for international transportation and suspended the passage of Ukrainian trucks across the border. Find out what the rules are, whether a permit is required, and what the Ukrainian authorities say about it

Starting from July 1, 2024, Poland suspended the passage of Ukrainian trucks that do not have permits for international freight transportation. The pass is blocked both for entry and exit from the country. This was reported by the State Customs Service of Ukraine. At the same time, the Ukrainian authorities emphasize that carriers do not need any permits to cross the border.

Problems with the passage of trucks on the border with Poland


Starting from 00:00 on July 1, Polish services stopped letting trucks without the appropriate permits or ECMT carnets through the border crossing points to and from Poland.

As a reminder, an ECMT carnet is a multilateral permit that allows a carrier to operate freely and travel freely in the territories of 44 countries participating in the European Conference of Transport Ministers.

At the same time, checkpoints on other parts of the border operate normally.

Do we need a permit for international transportation: government commentary


According to Deputy Minister of Community Development, Territories and Infrastructure Serhiy Derkach, no permits are required for bilateral transportation.

According to him, the agreement on freight liberalization between Ukraine and the EU came into force on the day of signing, namely June 20. At the same time, there is a transitional period until July 10, which allows carriers to adapt to the new rules.

Derkach also emphasized that both the Polish side and other countries were informed about the current rules and the update of the Agreement between Ukraine and the European Union through official channels.

"This is currently a matter of internal communication on the Polish side. We have contacted the Ministry of Infrastructure of Poland. Our colleagues assure us that they are trying to solve the problem with the customs service. We also notified the European Commission of the suspension of truck traffic. The EC has already intervened in the situation on its part and is also trying to influence the solution of the problem," wrote the Deputy Minister of Community Development.

Remember that to leave Ukraine by car with Ukrainian registration, you must have a Green Card insurance policy. It is mandatory in 46 countries, including the EU. Without such insurance, the car will not be allowed to cross the border! In addition, the absence or delay of insurance is fraught with not only fines that are several dozen times the cost of the insurance policy for a year, but also the seizure of the car and deportation from the country with a subsequent ban on entry. Youcan take out insurance for the required period on our website. Read more about the amount of fines in Europe for not having a Green Card here.
