Internally displaced persons (IDPs) have the opportunity to receive a preferential housing loan through the Diia portal.


This process allows internally displaced persons to obtain state-supported housing using a convenient online service on the Diia portal.


In this article, we will consider the terms of the loan and detailed instructions for applying. 


Getting a housing loan for IDPs through Diia: details


Loan terms and conditions


To receive funds, a person must meet certain criteria. Among them, the following requirements must be met:


• Lack of housing: The loan is available to IDPs who do not have their own living space in the government-controlled area. None of the family members should receive state compensation or other loans for the construction or purchase of housing.


• Family income: After paying the monthly loan payment, the remaining average monthly family income must be at least the subsistence level.


Important! The area and amount of the loan is calculated depending on the number of family members who have an IDP certificate. The maximum area is 52.5 m² for a family of one or two people, plus 21 m² for each additional family member.


The loan is granted for up to 30 years, but no longer than until the person reaches the age of 65. 


At the time of signing the loan agreement, at least 6% of the cost of the housing must be deposited to a personal account.

How to apply for a loan through Diia?


1. Authorization: You need to authorize on the Diia portal using an electronic signature or BankID.


2. Data verification: In the user profile, check the relevance of personal data and update it if necessary.


3. Submitting an application: After verifying the data, apply for a housing loan. You can do this by following the link. All data, except for the identification code and IDP certificate number of family members, are pulled up automatically or selected from the drop-down list.


4. Verification and consideration: Wait for the automatic data verification to complete and send the application for review. The State Youth Housing Agency considers it within one business day. You will receive a notification in your account and by e-mail.


After passing these stages, the IDP participates in the selection of winners for a loan. The State Agency for Youth and Housing selects the winners by randomly choosing numbers, announcing the date of the draw in advance.


If you win, you need to apply in person to one of the regional offices of the State Agency for Youth and Housing to get a loan.
