What will change for Ukrainians from August 1: payments, mobilization, tariffs, subsidies and salaries for the military

In August, some Ukrainians will receive state financial assistance in the amount of UAH 450 to 3100, and the update of the data of persons liable for military service will continue in the Reserve+ and in the CMC. In general, August 2024 does not promise any dramatic changes in legislation for ordinary Ukrainians. Instead, we are preparing to celebrate the 33rd anniversary of Ukraine's independence and receive a nice financial assistance from the state in this honor.
Subsidies will remain in place from August 1 and even new ones will appear
Subsidies for utilities and housing services will be fully preserved for Ukrainians from August 1. This also applies to subsidies for subscription services, the purchase of liquefied gas (in cylinders) and liquid or solid household fuel for stoves.
A utility subsidy is provided to a family that spends more than the mandatory monthly payment on housing and utility services. Such a subsidy is calculated for each family/household individually, based on the family's income, the cost of rent (if the housing is rented), and the number of family members.
In particular, the Ministry of Social Policy of Ukraine indicates a specific formula for calculating the subsidy:
1. The average monthly total household income is calculated (based on official income);
2. The total income is divided by the number of people living in the household;
3. The average monthly income per household member is determined;
4. The income per household member is divided by the subsistence monthly minimum for one person, established on January 1 of the current year (currently it is UAH 2,920);
5. The result is divided by 2, and then multiplied by 15%, which is how the percentage of the average monthly total household income is calculated.
Subsidy for IDPs is a new form of subsidy for Ukrainians with IDP status, which allows them to receive compensation for rent. However, the Ministry of Social Policy does not give a clear answer whether this subsidy for IDPs will start in August or later.
The calculation of the subsidy for IDPs will be based on a principle similar to the calculation of the subsidy for housing and utility costs.
IDPs, veterans, disabled people and some pensioners will receive an additional payment in August. What do you need to do for this?
Certain categories of citizens will receive a pleasant state payment in the amount of UAH 450 to UAH 3,100 on the occasion of Ukraine's Independence Day, which is celebrated on August 24. This was announced by the Pension Fund of Ukraine, adding that the mechanism of such holiday payments will be similar to the mechanism in 2023. Thus, payments will be made on Independence Day:
– Pensioners who are eligible for such payments, including those who previously received such assistance before May 9;
– Persons with a disability resulting from a general illness or an occupational injury;
– Participants of military operations;
– Persons with disabilities resulting from war;
– Injured participants of the Revolution of Dignity;
– Family members of killed and deceased military personnel and veterans;
– Wives/husbands of persons with disabilities who died as a result of the war (the payment is accrued provided that such persons have not entered into another marriage).
– Children of partisans.
Depending on the category to which the person belongs, it will depend on whether it is necessary to write an application for such a payment or whether the assistance will come automatically:
1. Pensioners will receive these funds as a supplement to their pension.
2. For war veterans who are not retired and are serving or working, the funds will be accrued on the basis of applications submitted through the e-services portal and transferred to non-budgetary accounts of military units, enterprises, organizations and institutions where such citizens serve or work.
3. Those who are entitled to Independence Day payments, but are not retired, do not work or serve, must submit an application in advance to the Pension Fund of Ukraine in any form to receive financial assistance. The payment will be made to a current account in an authorized bank.
We emphasize that applications for this one-time financial assistance can be submitted only until August 1, 2024. However, if this is not possible, you can apply before October 1, 2024. In this case, the money will come later.

Mobilization in Ukraine and penalties for evaders
After the 60-day deadline for updating their data expired on July 16, Ukrainians liable for military service who fail to do so may already be fined between UAH 17,000 and 25,000 in August. However, the spokesperson for the Ministry of Defense of Ukraine, Dmytro Lazutkin, emphasized that it is not an automatic fine for not updating data, as there is a procedure in place to collect a fine in Ukraine, and it can last from 3 months to one year.
Deputy Minister of Defense of Ukraine Kateryna Chernogorenko reassured the “evaders” and noted that those who had not updated their data by July 16 still have the opportunity to do so without a fine in the Reserve+ app. However, this is subject to the first authorization, i.e. if the person liable for military service has not used the Reserve+ before.
Also, according to the official, it is still possible to update data in district MCCs and JVs. But whether the update in the TCC after July 16 will result in a fine is an individual matter, as each territorial recruitment center makes such a decision in a “manual mode.”
However, after July 16, the ASCs no longer provide the service of updating the data of persons liable for military service.
Earlier, we wrote about those who may be denied crossing the state border after July 17 and for what reasons. Now, all men aged 18-60 who are liable for military service must present a military registration document to border guards to cross the border. As of now, it is known that border guards more often demand a paper ID rather than an electronic one extracted from the Reserve+.
Military salaries in August
According to the Cabinet of Ministers, military salaries will not change in August.
Thus, mobilized servicemen who are at the front or near the front, but not directly involved in combat, will receive UAH 30,000 in August.
Servicemen who perform tasks near the front line will receive UAH 50,000 in August.
The salary of the defenders who perform combat missions at the front and are directly involved in combat remains at UAH 100,000.
Wounded soldiers undergoing treatment/rehabilitation, as well as prisoners of war, will also receive UAH 100,000 in August.
Light, gas and water: how much will Ukrainians pay for utilities in August?
August 2024 will bring no changes to electricity, water and gas tariffs.
Electricity tariffs in August
For ordinary consumers, the cost of electricity will remain at the same level of 4.32 UAH/kWh. While for owners of two-phase meters from 23:00 to 07:00, the tariff will be 2.16 UAH/kWh.
Gas tariffs
For household consumers, the gas price in August will remain at UAH 7.96 per cubic meter. For businesses, gas is offered at prices ranging from UAH 7.7 to 9.9 per cubic meter.
Water tariffs
Changes to water supply tariffs in August may affect only small towns, where local governments have the right to set them independently. Meanwhile, water supply prices in large Ukrainian cities will remain unchanged in August.
We remind you! Since July 17, the age of mobilization in Ukraine has decreased from 27 to 25 years, and some students of the TCC may be sent to the military medical commission (MMC).
