Who does not need a car insurance policy in Ukraine in 2025: current rules
For all cars with state registration, insurance is a prerequisite for legal movement in Ukraine. However, there are some people who fall into preferential categories. Find out more about which categories of people can take out a motor third party liability insurance policy and whether foreigners need to take out an insurance policy when entering Ukraine
All vehicles in Ukraine must be insured. However, there are conditions that provide for exemptions from compulsory car insurance. Who is allowed not to buy an insurance policy, whether foreign citizens need to take out compulsory insurance, and how to protect their cars from the risks of war - we will tell you further in the article.
Compulsory car insurance in Ukraine
According to Ukrainian law, every driver of a vehicle must take out compulsory car insurance. Motor third party liability insurance (MTPL) is a Ukrainian insurance policy that compensates victims of road accidents.
Compulsory motor third-party liability insurance is set out in Article 21 of the Law "On Compulsory Insurance of Civil Liability of Owners of Land Vehicles".
If you have a valid MTPL policy, the culprit's insurance company will compensate the injured party for the damage.
By the way, on the Visit Ukraine portal, you can buy a motor third party liability insurance policy from a licensed insurer. Packages with a deductible of UAH 3200, UAH 1600, and UAH 0 are available.
Who doesn't need car insurance?
Previously, some categories of citizens were completely exempt from purchasing motor third party liability insurance, but from 1 January 2025, all drivers in Ukraine are required to have a motor third party liability policy without exception. At the same time, certain categories of citizens are entitled to a 50% discount when taking out an insurance policy. These include:
● participants in hostilities;
● affected participants of the Revolution of Dignity;
● participants of the war;
● persons with disabilities of groups I and II;
● persons affected by the Chornobyl disaster (categories I and II);
● pensioners.
Important! The Verkhovna Rada has registered Draft Law No. 12295, which proposes to restore the full exemption from the purchase of MTPL insurance for combatants, persons with disabilities as a result of war and affected participants of the Revolution of Dignity by the end of 2025. At the time of publication, the draft law was under consideration.

CTPCI policy for foreigners: do citizens of other countries need to take out a motor third party liability insurance policy?
For foreigners who wish to come to Ukraine by their own car, it is not mandatory to obtain a motor third party liability insurance policy.
Crossing the border of Ukraine is possible on the basis of a valid Green Card policy issued by a foreigner in their home country.
War risk insurance for cars in Ukraine
However, both Ukrainians and foreign visitors to the country can take out voluntary Mini Hull Insurance car insurance by choosing a tariff that covers passive war risks.
Depending on the package chosen, Mini Hull Insurance covers the cost of repairing your own car if the driver is found to be at fault, tow truck services, complete destruction of the vehicle as a result of a natural disaster and passive war risks.
For your convenience, Mini Hull Insurance insurance is available in three tariffs to choose from, which differ in the losses covered:
● Economy. Covers losses only in the event of a road traffic accident in the presence of another party to the event.
● Basic. Covers losses in the event of an accident in the presence of another party to the accident and complete destruction of the vehicle as a result of a natural disaster.
● Maximum + war risks. Covers losses in the event of a road traffic accident in the presence of another party to the accident, complete destruction of the vehicle as a result of a natural disaster, complete destruction of the vehicle in case of passive war risks and towing services.
On the Visit Ukraine portal, you can purchase a Mini Hull insurance policy from a reliable insurer for guaranteed protection on the country's roads online. Three package options are available for periods ranging from a month to a year for cars, motorcycles, scooters, trucks, as well as trailers and semi-trailers.
We remind you! On 1 January 2025, a new version of the Law ‘On Compulsory Insurance of Civil Liability of Owners of Land Vehicles’ came into force. The new version of the law will, in particular, change the amount of insurance payments.
