A lot depends on the decision to return to Ukraine: safety, access to vital resources, living conditions, and the ability to maintain an adequate standard of living in a constantly changing environment. As of November 2024, the overall situation in the country has somewhat stabilized, but there are still a number of issues to consider. Let's take a look at the main aspects that are important for those who are choosing to return home or considering a temporary visit to Ukraine.


General security situation in Ukraine


As of November 2024, the armed conflict in Ukraine is still ongoing. Although the fighting is concentrated in the East and South of the country, and the Ukrainian military is effectively defending major cities, security issues are particularly acute in the run-up to winter.


Thanks to the modernization of air defense systems, Kyiv, Lviv, and other major cities are receiving significant protection from missile and drone attacks, reducing the risk to local residents and visitors. However, occasional attacks still occur, and citizens are advised to use air raid alert apps and know where to take cover in case of a threat.


Energy situation and infrastructure ahead of winter 2024/25


The energy situation directly affects the quality of life in Ukraine. Despite the difficulties, Ukraine's energy supply system has improved during the war, primarily due to international assistance and active restoration of infrastructure after each shelling by Russia. Thus, in anticipation of the winter of 2024/25, measures are being taken in large cities of Ukraine to ensure stable electricity and heating: backup and autonomous heating systems have been installed. Although some regions, especially those closer to the conflict zone, may experience periodic power outages, the heating season has already started across Ukraine.


In terms of power outages, scheduled blackouts are currently only in place in certain regions, while the overall electricity situation is stable in both major cities and provinces.

Cost of living: rent, utilities and food


Rental prices in Ukraine in major regional centers have stabilized at levels above pre-war levels. This is especially true in Kyiv and Lviv, where demand from internally displaced persons is high. The average rental price in the capital ranges from UAH 15,000 to UAH 20,000 per month for a one-bedroom apartment. At the same time, utilities in Ukraine remain quite high quality and affordable. Only heating and electricity costs may increase during the cold season.


Food prices in Ukraine have also risen slightly recently, due to inflation, rising fuel prices and logistical problems caused by threats from Russia.


Requirements for entry to Ukraine


For Ukrainians planning to return, there are no special new requirements for documents.


Please note! For Ukrainians who plan to return to Ukraine but do not have a foreign or internal Ukrainian passport, a special return certificate is provided.


Foreigners with residence permits in Ukraine can enter the country even with documents that are formally expired. This temporary measure is in place due to the martial law and is supported by government decisions that help to facilitate the movement of foreigners with ties to Ukraine. Expired temporary or permanent residence permits remain valid for the duration of martial law. After the end of martial law, these permits will be subject to renewal in accordance with the usual immigration rules.


Depending on the country of origin, foreigners usually need a visa and proof of financial solvency (about $45 per day). Additionally, it is necessary to obtain health insurance, which includes coverage of risks associated with possible hostilities. Russian citizens, however, are not allowed to enter.


Statistics: Ukrainians and foreigners visiting Ukraine


According to the United Nations, as of the end of September 2024, more than 6 million Ukrainians were granted temporary protection in European countries. Almost 600 thousand more citizens were granted protection outside of Europe. But there are also statistics on returning to and visiting Ukraine, which also look optimistic.


Thus, according to IOM, more and more Ukrainians are returning to Ukraine in 2024: about 22% of Ukrainians who were abroad returned home, especially in the summer of 2024. As for foreigners, according to official statistics provided by the State Border Guard Service of Ukraine at Visit Ukraine 's request, almost 1.9 million foreigners entered Ukraine in the first half of 2024.

A significant number of foreigners visit the central and western regions of Ukraine, where military risks are minimal.

General recommendations and conclusions for safe return to Ukraine


Despite the stabilization of the situation in many regions of Ukraine, returning to the country still requires careful planning and adherence to safety recommendations. Here are key recommendations for those considering returning or visiting Ukraine:


Consider regional differences in risk levels


Cities in central and western Ukraine, such as Kyiv, Lviv, Ternopil, and Ivano-Frankivsk, are less prone to rocket attacks, and ground combat is not a possibility in these regions. The eastern and southern regions of Ukraine remain insecure, especially areas near the front line. The constant presence of Ukrainian troops and enhanced protection of critical infrastructure in these regions reduce the risks, but the conflict zone remains active


Follow air alerts and warning systems


Anyone returning to or visiting Ukraine should install air alert mobile apps for their own safety. These apps provide prompt alerts about threats from the air, allowing you to take shelter in time. It's also important to know the location of the nearest defensive structures, especially in cities that are often targeted by missile attacks


Be prepared for possible interruptions in electricity and water supply


Although the power supply situation has improved significantly, interruptions do occur from time to time, especially in winter when the load on the system increases. It is recommended to have backup power sources, such as portable chargers, and to be prepared for possible water and heating outages.


Ensure documentation, insurance, and health support


Experts advise foreigners and returning Ukrainian citizens to have health insurance that covers possible risks during the war, including medical evacuation. Visit Ukraine offers special insurance with war risk coverage - this product is chosen by responsible foreigners and citizens of Ukraine, as such insurance can ensure financial security throughout Ukraine (except for the temporarily occupied territories).


Foreigners who plan to stay in Ukraine should take care of the appropriate visa or residence permit, as well as check the requirements for financial security documents. Migration lawyers will help to resolve all issues related to the stay of foreigners in Ukraine, including residence permits.


Ukrainians who plan to return to Ukraine can also seek the assistance of migration lawyers who are familiar with the issues of returning to Ukraine and will help to properly withdraw temporary protection.


Be careful with personal belongings and property

However, it is important for everyone who decides to return to the country to be prepared for new realities, understand possible risks and adapt to the conditions that have already developed. At the same time, the return of Ukrainians home or active visits to Ukraine by foreigners is part of a long way to rebuild the country, and everyone who takes this step brings closer the day when Ukraine will become stronger, safer and more peaceful.
