The Ministry of Foreign Affairs of Ukraine continues to improve the system of providing consular services to citizens abroad. The digitalisation of processes is only part of a large-scale effort to improve the quality of service for Ukrainians around the world. Receiving consular services for Ukrainians abroad is becoming much easier and more convenient. Thanks to a new resolution of the Cabinet of Ministers of Ukraine developed by the Ministry of Foreign Affairs, citizens will be able to receive most services quickly and easily, saving time and money. The article below explains what changes await Ukrainians abroad and how the new system will work.


What do we know about the new regulation?


On 20 December 2024, the government adopted a draft law designed to significantly simplify the provision of consular services to Ukrainians abroad. According to Foreign Minister Andriy Sybiga, this is another step towards creating a modern digital consular service that can effectively respond to today's challenges.

What services will be available to Ukrainians abroad?


- Simplified issuance of an internal passport in the format of an ID card. To do this, it is enough to visit the consular office once to submit the necessary documents, and the ready-made card will be delivered by post to the specified address.

- Simplified procedure for issuing a passport. A single visit to a diplomatic mission will be required to provide biometric data, and the finished document will be sent by post.

- Possibility to register as a taxpayer directly through consular offices, without the need to apply to the authorities in Ukraine.

- Resolving issues related to a driver's licence: the ability to replace the old one with a new one or restore the document in case of loss or theft.

- A full package of services for parents of newborn children, including issuing an official birth certificate, granting Ukrainian citizenship to the baby, obtaining a unique number in the demographic register (UNGR) and registering the child in the tax system.


Applications for any of the available services will be made through the portal or the Diia mobile application. This approach significantly saves time and money for citizens, as it reduces the number of visits to consular offices.
