The government has regulated the travel of artists and journalists abroad: new conditions

Media workers and artists subject to mobilisation will be able to travel abroad under the new rules. Find out how the system will work now
The Ukrainian government has settled the issue of border crossing by artists and media workers on military service. Here's what will change and when the new rules will come into effect.
How will the exit procedure work?
The innovations are that previously all applications were received by the Ministry. Now, all requests will be sent to the relevant institutions, such as the State Film Agency and the State Television and Radio Company.
According to Andriy Najos, Deputy Head of the Ministry of Culture and Strategic Communications for European Integration, the relevant institutions will process the relevant applications, check all the necessary documents on their own, and send the verified package of documents to the ACC.
This should speed up the process and make it more transparent and responsible.
Rules for submitting documents
From now on, documents must be submitted to the Ministry at least 15 days before departure, and the period of stay abroad should not exceed 60 calendar days.
‘In exceptional cases, it can be extended. However, we believe that this period is enough for a person to resolve their work issues and return to Ukraine,’ Najos said.
The list of documents required for issuing letters of facilitation for border crossing has also been determined.
‘You need to have an invitation and a military registration document. There are also some additional elements that apply to media workers. The Ministry of Digital Transformation can be involved here. It is involved when media professionals take part in activities related to the operation of the United24 multimedia platform,’ said the deputy head of the ICSC.
When will the new rules come into effect?
The decision will come into force after its publication in the Government Courier, which is expected on 6 March.
When developing the new act, the Ministry was guided by the fact that a significant number of artists and media figures have not returned to Ukraine since 2022.
