Entry from Ukraine for insignificant reasons (including for tourism purposes) is allowed only for fully vaccinated persons, if no more than one year has passed since the end of the immunization course.
Estonia recognizes all vaccines used in Ukraine and also accepts vaccination certificates in the Diia app, paper certificates from the Diia portal with a QR code and paper certificates from a family doctor.
Unvaccinated persons can enter Estonia if they:
- Estonian citizens or have a residence permit in the country (Elamisluba) and their family members;
- have a residence permit in the countries of the European Union, the Schengen states, the United Kingdom of Great Britain and Northern Ireland, Andorra, Monaco, San Marino and the Vatican, as well as holders of long-term visas of these countries and their family members;
- are carriers of goods and raw materials, engaged in international freight and passenger transport, participate in the technological work of a company operating in Estonia, medical service providers;
- are diplomats arriving in the framework of international military cooperation.
It is also possible to enter Estonia for work, study, family visits or on the basis of a special permit.
Unvaccinated individuals must have a PCR test 72 hours before entry or a rapid antigen test 48 hours. They also undertake to undergo a 10-day quarantine. You can shorten the quarantine period by passing the test no earlier than the sixth day of self-isolation and receiving a negative result.
All vaccinated and unvaccinated citizens (including children for whom the questionnaire is submitted by parents) must submit a completed "Electronic Declaration of Health". This form is available online 72 hours before arrival - https://iseteenindus.terviseamet.ee
For visa-free entry to Estonia you need a valid biometric passport and get a health insurance policy for the entire period of stay in the country.
If children are traveling with a legal representative or an authorized escort who does not need to remain in self-isolation, for example, vaccinated against COVID-19, then:
- children under 12 do not need to be isolated or tested;
- unvaccinated children between the ages of 12 and 18 should not remain in self-isolation if they were tested for SARS-CoV-2 before arriving in Estonia with a negative result, or such a test was carried out immediately after arriving in Estonia with a negative result. The child must remain at the place of residence or permanent residence until it turns out that the test result is negative.
