From September 6, 2021, the implementation of optional trips (for tourist purposes) to the Republic of Finland will be allowed ONLY to citizens arriving with a confirmation of the full course of vaccination against COVID-19, provided that 14 days have passed since the date of receiving the second dose of the vaccine.
The Finnish side recognizes paper international vaccination certificates issued in Ukraine, and the following vaccines:

IMPORTANT! The crossing of the Finnish border by citizens of Ukraine on the basis of a negative PCR test and confirmation that the person has had COVID-19 will be allowed ONLY if there is a good reason for traveling. A list of valid travel reasons for which unvaccinated citizens are allowed to cross the state border is published on the Finnish Border Guard website (see Restriction category 3.2) https://raja.fi/en/guidelines-for-border-traffic-during-pandemic.
For visa-free entry to Finland you need a valid biometric passport and get a health insurance policy for the entire period of stay in the country.
Transit is permitted for citizens of Schengen countries (and their relatives), citizens of EU countries (and their relatives) and third-country nationals who have a residence permit in a Schengen country or EU country.
Transit is permitted through Helsinki International Airport (Vantaa) outside the Schengen area with a valid ticket (within 48 hours) for a flight outside the Schengen area (subject to stay in the airport transit area).
All third-country nationals are allowed to leave the country.
