For visa-free entry to Latvia you need a valid biometric passport and get a health insurance policy for the entire period of stay in the country.
According to the Latvian State Border Guard Service, as well as in accordance with the list of the Center for Disease Control and Prevention (CDC) of Latvia, Ukraine is included in the list of countries that pose a serious risk to public health (the 14-day cumulative incidence rate exceeds the incidence rate 75).

Entry to the Republic of Latvia from September 18, 2021 without a valid reason, including for tourism purposes, is allowed only to citizens of Ukraine who have COVID certificates from the EU EEA member states, Switzerland and the UK, and also have COVID certificates obtained in the Diya mobile application with a QR code to check them, and are compatible with the current system for recognizing certificates of vaccination against COVID-19 in the Republic of Latvia (in case of incorrect information display when trying to scan the QR code, you should reload / update the vaccination certificate in the Diya application).
Vaccines accepted by Latvia: AstraZeneca (Vaxzevria), AstraZeneca (SK Bioscience Co Ltd. from Korea), Covishield, Janssen, Moderna (Spikevax), Pfizer-BioNTech (Comirnaty), Sinopharm and Sinovac (Coronavac)
Such persons are not subject to 10 days of self-isolation and are exempt from the requirement of testing for COVID-19 prior to arrival in Latvia and upon arrival in Latvia.
Self-isolation may not apply to children under 12 years of age traveling with vaccinated adults. However, in such cases, children should not come into close contact with people outside their home within 10 days after leaving the high-risk country, not attend mass events, children's groups, and not use public transport.
Before arriving in Latvia, a necessary requirement is to fill out a questionnaire on the website covidpass.lv (no earlier than two days before arriving in the Republic of Latvia).
In the absence of appropriate certificates, entry to Latvia is allowed for the following categories of Ukrainian citizens:
• persons whose purpose of travel is humanitarian circumstances (funeral, serious illness of a close relative);
• drivers and crew members of cargo vehicles, crews of cargo or technical flights arriving in the Republic of Latvia or leaving it to perform their work duties;
• family members of EU / EEA / Swiss citizens (spouses, children under 21 and persons under guardianship or guardianship);
• EU residents who have a residence / stay permit in Latvia;
• persons who have received a positive decision of the Latvian Citizenship and Migration Board on the issue of a residence permit;
• diplomats and members of their families who cross the territory of the Republic of Latvia in transit to the countries performing official functions, officials of the diplomatic and consular services, officials and their family members returning from their countries of accreditation, or entering countries in order to fulfill their functional duties;
• employees and specialists to fulfill the obligations of Latvian merchants, subject to documentary evidence from the Investment and Development Agency of Latvia;
• athletes and sports workers, as well as representatives of international sports organizations whose arrival in the Republic of Latvia is associated with participation in an international sports event organized by a sports federation or its members as accredited persons in accordance with the procedures specified in the Sports Law;
• full-time students and exchange students (if the university or college has issued a written confirmation of the student's enrollment, and it is also necessary to work in Latvia to master the curriculum);
• for treatment (diagnostics and therapy) in agreement with the Latvian Health Inspectorate;
• cultural workers whose arrival in Latvia is necessary for organizing cultural and social events (the issue must be coordinated with the Ministry of Culture of Latvia);
• persons, as well as members of their families (if the term of labor relations with the person is planned for more than six months) to fulfill the duties of a leading researcher at the invitation of a scientific institution registered in the Register of Scientific Institutions for the implementation of a research project;
• air passengers, during transit through Latvia, if they do not leave the transit zone and stay in it for no more than 24 hours, and can also provide confirmation of the transit nature.
For such a category of Ukrainian citizens to enter Latvia, the mandatory requirements are:
• the presence of a negative test result for COVID-19 by PCR method, which was carried out no more than 72 hours before the border crossing, or an antigen test, which was carried out no earlier than 48 hours before the border crossing;
• the need to do a second test upon arrival in Latvia;
• self-isolation upon arrival in Latvia within 10 days (self-isolation can be violated if you take a test for Covid-19 on the seventh day after entering Latvia and the test results are negative).
