The Republic of Malta has recognized Ukraine-issued digital COVID-19 vaccination certificates that can be generated in Diia. The relevant official information is published on the website of the Ministry of Health of the Republic of Malta (https://deputprimeminister.gov.mt/en/health-promotion/covid-19/Pages/travel.aspx).
Now citizens of Ukraine are allowed to enter Malta (including for tourism purposes) under the following conditions:
1. Entry of Ukrainian citizens who have completed a full course of vaccination with one of the vaccines approved by the European Medicines Agency - Pfizer / Comirnaty, Moderna, AstraZeneca / Vaxzevria / Covishield and Jansen / Johnson & Johnson, subject to the presentation of a Ukrainian digital certificate of vaccination, as well as completed and printed online Passenger Locator Form (available at https://app.euplf.eu/) - no earlier than 15 days after completing the full course of vaccination.
2. Entry of unvaccinated or incompletely vaccinated Ukrainian citizens - subject to the provision of a negative PCR test for COVID-19 (excluding children under 4 years old), made no earlier than 72 hours before crossing the border, as well as a completed and printed online form Sanitary Control Passenger Locator Form (available at https://app.euplf.eu/). At the same time, all unvaccinated or incompletely vaccinated Ukrainian citizens aged 12 years and older must undergo a 14-day quarantine at their own residence address (in case of living in Malta), or in a quarantine facility designated by the Malta authorities at their own expense.
Children from 4 to 12 years old must have a negative PCR test for COVID-19, which was done no earlier than 72 hours before the border crossing, as well as a completed and printed online Passenger Locator Form (available at https://app.euplf.eu/), but are not quarantined.
For visa-free entry to Malta you need a valid biometric passport and get a health insurance policy for the entire period of stay in the country.
