The Government of Norway has introduced a ban on entry into the territory of Norway for citizens of other countries, including Ukraine, with the exception of the following main categories:
- fully vaccinated citizens of Ukraine who have the corresponding digital COVID certificates issued by Ukraine in accordance with the "Unified State Portal of Electronic Services" system (EU Digital COVID Certificate in the Diia application). Ukrainians who have been fully vaccinated with a vaccine approved by the European Medicines Agency (EMA) will be able to enter Norway without any restrictions (tests, quarantine, filling out an entry registration form). As of October 7, 2021, these are drugs from BioNTech / Pfizer, Moderna, AstraZeneca and Janssen;
! Norway does not accept a paper vaccination certificate issued by a family doctor. A negative PCR test or negative antigen test is not a reason to enter Norway, including for tourism purposes.
- Ukrainian citizens who have a residence permit in Norway - belonging to this category, the Norwegian authorities recognize only those citizens who meet two requirements - firstly, they must have a permit (oppholdstillatelse) for permanent or temporary residence in Norway or have the right to reside in Norway as family members of citizens of EU / EEA member states; secondly, they must be registered as residing in Norway in the National Register (Folkeregisteret) of Norway (documentary evidence of such registration is the presentation of the corresponding certificate, which can be ordered in the National Register of Norway at this link - https: //www.skatteetaten. no / en / person / national-registry / certificates-and-information /;
- citizens of Ukraine, whose children or stepchildren (regardless of age) permanently reside in Norway (they are citizens of Norway or have a permanent residence permit in Norway)
- Ukrainian citizens whose spouses permanently reside in Norway (they are Norwegian citizens or have a permanent residence permit in Norway)
- citizens of Ukraine (regardless of age), both or one of whose parents (as well as whose stepfather or stepmother) permanently reside in Norway (are citizens of Norway or have a permanent residence permit in Norway)
- Ukrainian citizens who are journalists, subject to the provision of certain documentary evidence of the need to visit Norway for journalistic activities;
- Ukrainian citizens who arrived at the invitation of the Norwegian authorities;
- citizens of Ukraine who are members of the crew of aircraft and ships, or carry out road freight transportation;
- citizens of Ukraine who are employed in socially critical areas.
From September 12, 2021, entry into the territory of Norway will also be allowed for some other categories of Ukrainian citizens from among their relatives, in particular, grandparents, adult children, grandchildren of Ukrainian citizens who permanently reside in Norway (who are citizens of Norway or have a permanent residence permit). on the territory of Norway); Ukrainian citizens whose loved ones (girlfriend or boyfriend) permanently reside in Norway (are Norwegian citizens or have a permanent residence permit in Norway), with whom they have been in a relationship for at least 9 months and with whom they have been at least 1 time met in person. Unvaccinated Ukrainian citizens who are allowed to enter must have a negative Covid-19 test result (in Norwegian, Swedish, Danish, English, French or German), taken within 24 hours before crossing the Norwegian border; complete a mandatory electronic travel registration in the digital travel register (https://reg.entrynorway.no/) before crossing the Norwegian border, take a Covid-19 test at a border checkpoint/airport and remain quarantined at your place of residence in Norway / at the hotel.
In exceptional cases, when the trip was carried out for professional purposes, the person can provide written confirmation from the employer, who previously obtains consent from the Norwegian authorities Godkjenning av innkvartering for arbeidstakere i innreisekarantene (https://www.arbeidstilsynet.no/tema/innkvartering-av-arbeidstakere/godkjenning-av-innkvartering-for-arbeidstakere-i-innreisekarantene/) about an alternative place of residence with confirmation that the granted place of residence has a private room, access to a separate bathroom and kitchen or catering, and there is an opportunity to avoid close contact with others.
We advise to take out a travel insurance policy for the entire stay in the country.
During the period of validity of the restrictions, Ukrainian citizens have the right to transit through the territory of Norway, provided that they remain in the international zone of the airport and can present a valid ticket or boarding pass for the next flight.
