Until January 1, 2025, Israel has withdrawn the introduction of mandatory paid electronic permits ETA-IL (Electronic Travel Authorization) to enter the country for stays of up to 90 days. 

For Ukrainian citizens, the start of the ETA-IL pilot project was postponed for 5 months. The Population and Immigration Authority of the State of Israel made this decision.

Citizens of other countries with a visa-free regime with Israel must apply for the ETA-IL electronic permit starting from August 1, 2024.

Current rules of entry to Israel for Ukrainians


Since the beginning of the full-scale invasion, the entry regime to Israel for citizens has not changed. Thanks to the visa-free regime, all Ukrainians can enter the country without a visa, except in certain cases.

Israel also accepts repatriates. According to the Law of Return, all Jews can return to Israel, regardless of their country of residence. To do this, one must contact the Israeli consular service and the NATIV agency, after which a special visa can be issued.

To enter Israel on a general basis (without the right to repatriation), you must have a valid passport and documents confirming the purpose of the trip: hotel reservation, return tickets, sufficient funds, health insurance, etc.

If you are traveling to Israel for medical treatment or to visit relatives, you will need to present a personalized invitation with personal and contact information of the host party. The decision on admission to the country is made only by representatives of the Israeli Border Guard Service.
