Refugee return: the Ministry of Social Policy calls for the creation of “friendly services” for Ukrainians

The Ministry of Social Policy of Ukraine has discussed a comprehensive action plan to prevent the demographic crisis and encourage Ukrainians to return home. The key element of the strategy is to create the most comfortable conditions for citizens temporarily staying abroad.
According to Oksana Zholnovych, Minister of Social Policy, about 31 million people remain in the government-controlled territories of Ukraine today. Forecasts of a population decline of up to 25 million by 2051 force the authorities to respond immediately and develop effective mechanisms to support the population.

The philosophy of “friendly services”: what it means
According to Ukrinform, at the forum “Demographic Future of Ukraine: Strategy for Resilience and Recovery” in Kyiv, Oksana Zholnovych emphasized that the return of refugees is not only a matter of social benefits, but also of comprehensive support at all levels:
● Creating an atmosphere of care and understanding;
● Providing timely and relevant services;
● Providing psychological comfort;
● Support at the state and regional levels.
Thus, according to the Minister, Ukrainian refugees will return from abroad, and new ones will not leave, if the state creates high-quality and effective services for the resettlement of people fleeing the war.

What do you plan to change?
Since the changes are based on the need to prevent the mass departure of Ukrainians, stabilize family structures, restore the birth rate and encourage refugees to return, the Ministry of Social Policy proposes to
● Focus on the quality of new services, as people decide to stay or return based on how they are welcomed by communities and what services they are offered. In particular, in terms of employment, social security and basic living conditions.
● Create a resilience center to help Ukrainians remotely interact with the state, receive support and feel connected to their homeland.
● Change the approach to communication with Ukrainians who are forced to stay abroad. In addition to social benefits, there is a need to provide Ukrainians with psychological support, information about available services, and assistance in adapting to the new reality upon their return.
