Ukraine will simplify loan repayment for IDPs: what are the conditions and who can use the service

The Government of Ukraine has supported a draft law to simplify loan repayment terms for temporarily displaced persons and people living in war-affected areas. We will tell you how and who exactly will be able to use the service.


First of all, we are talking about loans taken out by consumers for such purposes as medical treatment, home repairs, purchase of household appliances, vacation, education, etc. Such loans do not require collateral in the form of real or personal property. But the interest rate on them is often extremely high: 50-100% per annum.


That is why the government decided to ease the conditions for all consumer loans, except for those that have already been restructured:


- those that have already been restructured or repaid,

- those taken for the purpose of purchasing a home/car,

- those with a low annual interest rate.


Who can count on such services?


- people who are registered as internally displaced persons;

- persons who permanently reside or have already left the territory where hostilities are (were) conducted, or who reside in the temporarily occupied territories;

- persons who have no overdue debt as of February 24, 2022.


Under what conditions can loan repayment be simplified?


1. State and social financial assistance and/or pension provision; charitable assistance is the only source of income for the consumer and his/her family members;

2. The consumer or a member of his/her family is a person with a disability caused by war and the total income of the consumer and his/her family members does not exceed two minimum wages.


The government also proposes to establish a rule prohibiting creditors and collection companies from taking measures to settle overdue debts during the period of martial law and within 30 days after it.


It is also important that the Cabinet of Ministers supported the amendments that stipulate that the income received as a result of such restructuring is not taxable. 


It is worth noting that the document will be submitted to the Verkhovna Rada in the near future and will come into force as soon as the deputies approve the proposal.
