The Ukrainian government adopted a resolution banning officials and civil servants from traveling outside Ukraine during martial law. We tell you what rules the Cabinet of Ministers has established and whether there are any exceptions.

Which of the officials is prohibited from traveling abroad:

• Cabinet of Ministers of Ukraine members, first deputies and deputy ministers;

• heads of central executive bodies, their first deputies and deputies;

• State Secretary of the Cabinet of Ministers of Ukraine, his first deputy and deputies;

• head of the Apparatus of the Verkhovna Rada of Ukraine, his first deputy and deputies;

• state secretaries of ministries;

• the head of the Office of the President of Ukraine and his deputies;

• heads of other auxiliary bodies and services established by the President of Ukraine and their deputies;

• the head of the Security Service, his first deputy and deputies;

• Chairman and members of the National Council on Television and Radio Broadcasting;

• head and members of the Accounting Chamber;

• Chairman and members of the Central Election Commission;

• heads and members of other state collegial bodies;

• Secretary of the National Security and Defense Council of Ukraine, his first deputy;

• people's deputies of Ukraine;

• the human rights representative of the Verkhovna Rada of Ukraine and its representatives;

• the chairman of the National Bank, his first deputy and deputies;

• permanent representative of the President of Ukraine in the Autonomous Republic of Crimea and his deputies;

• heads of local state administrations, their first deputies and deputies;

• judges of the Constitutional Court of Ukraine;

• judges;

• prosecutors;

• heads of other state bodies and their deputies;

• deputies of local councils;

• heads of structural subdivisions of state bodies and local self-government bodies;

• employees booked for the period of mobilization and wartime by state authorities and other state bodies; local self-government bodies;

• heads of state unitary enterprises and their deputies;

• the head and members of the executive bodies of economic companies, in the authorized capital of which 50 percent or more of the shares (shares) belong to the state;

• the head and members of the executive bodies of economic companies, in the authorized capital of which 50 percent or more of the shares (shares) belong to economic companies, in which the state's share is 100 percent.

It is worth noting that officials may go abroad on business trips. For this, officials must obtain the appropriate permission.

Female officials who have minor children may cross the border if:

- a birth certificate, a certified copy of it or another document certifying that a woman has a minor child or children;

- notes in the State Border Service of Ukraine database about the crossing of the Ukrainian border by a child/children;

- in the absence of a note about crossing the border, you must have a certificate about the stay of the child/children on consular records in another country;

- a female official can also cross the border directly with her child/children.

It is NOT necessary to provide other documents for the departure of a female official abroad.

Three exceptions that allow officials to go abroad without a business trip permit

1. If such persons need treatment abroad

During the martial law in Ukraine, travel abroad of persons specified in the above list is allowed if they need treatment outside of Ukraine. In this case, the officials must provide documents giving the right to leave Ukraine and enter Ukraine, and a letter from the Minister of Health on the list of persons agreed with a foreign party who can be accepted by health care institutions of foreign countries for treatment under the border

In addition, the departure of such persons is allowed accompanied by one of the family members of the first degree of consanguinity (parents, parents of the husband or wife, husband or wife as own children, and children of the husband or wife, including children adopted by them).

2. In case of death abroad of one of the family members

During the period of martial law in Ukraine, a representative of the State Border Service may issue a decision on permission to cross the state border for officials (the list is given above) in the event of the death abroad of one of the family members of the first or second degree of consanguinity.

3. If the official is a single parent with children under 18 years of age

Ukrainian border guards may allow departure of persons (the list is given above) who are single parents of a child or children under the age of 18 (inclusive).

Officials are allowed to leave:

- to visit such children who are outside Ukraine;

- to accompany children to travel outside Ukraine.

In order to cross the border in such a case, the officials must provide relevant supporting documents.

In addition, the government recently expanded the categories of women and men among civil servants who can go abroad.

A woman who is an adopter, guardian, custodian, one of the adoptive parents or one of the foster parents raising a child/children under the age of 18 can go abroad to visit or accompany the child. For this you need:

• passport,

• child's birth certificate,

• documents confirming the child's stay abroad.

In addition, men must have documents confirming the status of a single father, the upbringing and maintenance of a child by the father on his own.
