The Ministry of the Interior of Finland has announced that from now on, refugees from Ukraine without Ukrainian citizenship who have not been granted international protection status or permanent residence permit will not be granted protection in Finland. 


The reasons for the change in the rules and who will be denied protection in Finland are described below.

Refusal of protection to refugees: what is known 


At a meeting on 7 September, the Finnish government decided to deny protection to refugees who do not have Ukrainian citizenship. It is noted that persons who have already received protection in Finland will be able to stay in the country until 4 March 2024. 


Temporary protection will be granted only to those persons without Ukrainian citizenship who previously had a permanent residence permit in Ukraine or international protection status. 


However, from now on, citizens who have temporarily resided in Ukraine for the purpose of study and work will be denied temporary protection in Finland. The exception will be third-country nationals who have temporary protection status as family members of Ukrainian citizens.


If it is found that people with third-country nationality do not have grounds to reside in an EU country, they will be returned to their home country. 


Just a reminder. It turns out that Ukrainian law enforcement officers may request the extradition of tax evaders who illegally went abroad during the war. You can find out who and how they can be returned to their homeland from abroad here.
