New law on mobilisation: who can get a reservation from being called up to the Ukrainian army

Ukraine is currently considering a new draft law on mobilisation. It is expected to be finalised by the end of March, when the second reading will begin. The law will introduce innovations, including the reservation of persons liable for military service. Here's who can count on it.


According to Forbes, members of the Verkhovna Rada's Defence Committee have conceptually defined the list of those who will be able to receive reservations for military service. In particular, civil servants and officials will receive 100 per cent reservation.


Who will be able to get reservations from mobilisation 


According to MP and member of the Defence Committee Fedir Venislavsky, the parliament has decided that category A civil servants (heads of central executive bodies, including ministries) will be subject to 100 per cent reservation and category B and C officials in state and local government bodies will be subject to 50 per cent reservation. 


Employees of enterprises of critical importance are also subject to reservation. These are primarily defence companies.   


In addition, police officers will be transferred to the unified military register, as they are not registered there, but have their own register. And all police officers will receive reservations.


"We have to understand that national security is not only about defending against the enemy, but also about protecting citizens on the streets, so there is no special discussion here", Venislavsky said.

Judges will also be 100% booked, as this ensures the independence of the judiciary. This also applies to employees of other judicial authorities - the High Council of Justice, the High Qualification Commission of Judges, and the Service of Disciplinary Inspectors. 


The Council is also discussing the reservation of prosecutors and employees of pre-trial investigation bodies, such as the NABU, the SBI, etc.


At the same time, Venislavsky did not mention the option of reserving persons who pay a certain amount of taxes, although this topic was previously discussed in the government.


It is worth noting that President of Ukraine Volodymyr Zelenskyy recently submitted to the Parliament on 22 February draft law No. 11035 on the demobilisation of conscripts. The President marked the document as urgent, so it was immediately sent to the Committee on National Security, Defence and Intelligence, as well as to the Rada leadership. 


On Friday, 23 February, the parliament fully approved the proposed draft law. The decision was supported by 319 MPs. It was considered under a special procedure, which is used only in exceptional circumstances.
