Most of the countries participating in the Peace Summit adopted a final document based on three important aspects that Ukraine insisted on. Find out how the event went in general, what the document was about and what to expect next

The Peace Summit was held in Switzerland, a significant event on the way to peace talks on the war in Ukraine. The event was attended by 100 delegations, including 92 countries and 8 international organisations. The summit focused on three important issues that were supported by an absolute majority, but not without some strange decisions by some states. 

Peace summit: results 

During the summit, the countries considered three issues that were included in the communiqué as urgent for resolution:

1. Any use of nuclear energy and nuclear facilities must be safe and environmentally sound. Ukraine's nuclear power plants and facilities, including the Zaporizhzhya nuclear power plant, must operate safely under Ukraine's full sovereign control and in accordance with the IAEA principles and under its supervision. Any threat or use of nuclear weapons in the context of the ongoing war against Ukraine is unacceptable.

2. Global food security depends on the uninterrupted production and supply of food. In this regard, free, full and safe merchant shipping, as well as access to the seaports of the Black and Azov Seas, are critical. Attacks on merchant ships in ports and along the route, as well as against civilian ports and civilian port infrastructure, are unacceptable.

3. All prisoners of war must be released in full exchange. All deported and illegally displaced Ukrainian children, as well as all other illegally detained Ukrainian civilians, must be returned to Ukraine.

The forum participants also reaffirm their commitment to refrain from the threat or use of force against the territorial integrity or political independence of all states, including Ukraine, within their internationally recognised borders.

The final communiqué includes these aspects. The final document was supported by 80 countries. 

Who did not sign the communiqué, and who signed and changed their minds?

The following countries refused to sign the communiqué: Armenia, Bahrain, Colombia, India, Indonesia, Libya, Mexico, Qatar, Saudi Arabia, South Africa, Thailand, Thailand, United Arab Emirates. Brazil also did not sign, but it was an observer at the event.

At the same time, some international organisations were observers, so they probably did not sign either: The Vatican, the UN and the Ecumenical Patriarchate. In addition, among the organisations that did not observe, the OSCE and the Organisation of American States did not sign the communiqué.

Today, the media noticed that Iraq and Jordan first signed and then withdrew their signatures. The reasons for this step are still unclear. However, Ukraine has already stated that the withdrawal of signatures by these countries raises suspicions that they could have been blackmailed by russia, which was not invited to the summit.

Why is the Summit communiqué important?

First of all, it is worth noting that, unlike the draft communiqué, the original document calls the war "the war of the russian federation against Ukraine".

The document also supports the pursuit of a comprehensive, just and sustainable peace based on international law, including the UN Charter. 

In addition, the document refers to the need for "engagement and dialogue between all parties". This means that russia, which is not specifically mentioned, should also be involved.

"This meeting is perhaps an even stronger signal to putin. And I wanted to say this. Many around this table believe that russia should be here today. We need russia to be involved. But the most powerful signal that is being sent today is that peace is only possible if russia adheres to the basic norms and values that concern us all."

President of Ukraine Volodymyr Zelenskyy

"This event will go down in history. The first Peace Summit can be the first step towards a just end to russia's war against Ukraine. And when we fairly and honestly end this war for Ukraine on the basis of international law, then every state in the world can count on the same justice and fairness, the effectiveness of the UN Charter in respect of its rights. Then these words will once again take on their full force."

President of France Emmanuel Macron

"All of us are committed to building a sustainable peace. And this peace cannot be achieved through Ukrainian surrender. That is why the precondition is to help Ukraine resist this aggression. No one here is at war with russia, but everyone wants peace, the restoration of international order, the restoration of Ukraine, its integrity and sovereignty."

German Chancellor Olaf Scholz

"Russia refused and chose war. But it is Ukraine that is the victim of illegal aggression. We recognise that achieving peace still requires significant efforts. We must work together to find frameworks and roadmaps for concrete steps in this direction."

The second summit is already planned

As Zelenskyy said, there are already a number of countries that want to host the second world summit and Ukraine has already started discussing this issue. It is likely that the parties are already thinking about the preparation of the second summit.

"We don't have time for a long work. We have to act quickly. The work should last months, not years. When the action plan for peace is ready and every step will be worked out, then the way will open for the second peace summit, which means the end of the war" and a just and lasting peace," Zelensky said.
