At Ukraine's request, Lithuania will stop providing free education to Ukrainian students starting in September this year. The Lithuanian ministry agreed that it did not want to encourage a brain drain from Ukraine. However, the country will continue to provide all possible assistance to Ukrainian refugees.

Financing of education for Ukrainian students in Lithuania


From September, Ukrainians who have passed the Lithuanian entrance exams will be subject to the same general rules as Lithuanian citizens. They will be able to apply for state-funded places in public educational institutions as part of a general competition.

The country will no longer cover the costs of higher education for refugees from Ukraine. This innovation was adopted at the request of the Ukrainian government.

One Ukrainian student enrolled in a Lithuanian university in 2023 or earlier will be able to graduate free of charge. Since the beginning of the full-scale invasion, all refugees from Ukraine have been able to study at Lithuanian universities for free.

However, some universities did not take into account the new decision of the central government and continued to fully or partially fund the education of students from Ukraine. These are Vilnius College, Vilnius Gediminas Technical University and Vytautas the Great University (VDU).

Ukrainian students in Lithuania


Currently, students from Ukraine study at 17 universities in Lithuania. The largest number of students are enrolled at Vilnius University, VDU, Vilnius Technical University, Kaunas University of Technology and Vilnius College.

In total, the number of Ukrainian students in Lithuania has already exceeded 1,100, almost half of whom study at Vilnius University. In terms of specialities, the largest number of students choose business administration, information technology, artificial intelligence systems, architecture, engineering and communications.

Since the beginning of the full-scale invasion, the Lithuanian government has been offering monthly grants of €300 and covering 60% of the cost of undergraduate education. The remaining 40% is covered by the university. For postgraduate students, the government pays the full tuition fee. In particular, in 2022-2024, 11 million euros were allocated to finance the education of Ukrainian students.
