The value of land in Ukraine, whether for development or agricultural purposes, varies considerably depending on its intended use and geographical location. At the same time, the demand for land plots remains consistently high, even despite the martial law. The land fund in Ukraine is divided into various categories, including agricultural land, building plots and industrial plots. Today we are going to talk about building plots and agricultural land, their price and the nuances of purchasing such land.
What is building land and how can it be used?
Construction land in Ukraine is land intended for residential or commercial construction and is divided into public development land (for the construction of hotels, office buildings, commercial buildings, locations for public performances, museums and libraries, educational and research institutions, hospitals and healthcare facilities, etc.) and residential development land for the placement of exclusively residential buildings.
What is the price of land for construction in Ukraine?
Residential and commercial land plots for construction in different regions of Ukraine can cost from $1,000 to $50,000 per hundred square meters and more.
The exact cost of land in Ukraine can be determined only individually, taking into account all existing criteria. For example, buying land in Kyiv or its suburbs will certainly be much more expensive than buying land in remote or peripheral areas.
What influences the price of land for construction?
Prices for construction land in Ukraine are formed based on the location, availability of communications and infrastructure, as well as market supply and demand.
Verification of documents for construction land. What is the most important thing?
Before purchasing land for construction, it is imperative to check the land plot for its intended purpose. It must be "for the construction and maintenance of a house". Otherwise, it will be a completely different procedure and transaction, and changing the designated purpose of the land is a very long, difficult and costly process.
What documents to check with the land seller:
1) Availability of a cadastral number and information about the land plot obtained by such a number on the website of the Public Cadastral Map;
2) Obtaining information about the land plot, information about the subject of real rights and information about the monetary value of the land from the State Land Cadastre. This information can be obtained in the form of an extract online using an electronic digital signature.
When purchasing land for construction, it is also mandatory to analyze information about a previous transaction on this plot. You need to find out on what basis the land became the property of the current owner (seller). This information can be obtained from the State Register of Real Property Rights or the online portal Diia. Knowing the personal data of the seller (owner) and the cadastral number of the land plot before the transaction, it is also worth checking this data on the website of the Judiciary of Ukraine or in the Unified Register of Debtors, regarding the seller's participation in judicial or enforcement proceedings where the land plot may be the subject of a dispute.

Who can sell land for construction in Ukraine?
The seller of a land plot in Ukraine may be an individual or a legal entity in the case of a secondary sale of a plot, as well as the state or a local government body in the case of a primary sale.
By law, state-owned or municipally owned land can be acquired through an announcement, an auction and the publication of its results, which takes place in a clear sequence of all regulatory stages of the process and is accompanied by an analysis of the packages of documents at each of these stages. Thus, the procedure of buying and selling land from the state is transparent, as it takes place in the unified electronic system "Prozoro.Sale" with open access to information about land and its value.
It is important to keep in mind that the value of a state-owned or municipally owned land plot (primary sale) indicated at a land auction will be higher than its market value when the plot is sold by an individual or legal entity, i.e., when a secondary land market object is purchased.
In the latter case, when concluding a transaction, the documents must be checked by a notary, but the notary is not responsible for the previous "history" of such a plot and the content of its documents, so we advise you to check certain information independently and carefully.

How a foreigner can buy a building plot in Ukraine
Can a foreigner buy land for construction in Ukraine? ECan a foreigner buy land for construction in Ukraine? Earlier we wrote about the restrictions on the purchase of real estate by foreigners in Ukraine. There are also certain restrictions on the purchase of construction land for foreigners.
First of all, it is worth remembering that any land and real estate transactions in Ukraine may differ significantly from similar procedures in other countries. This is influenced by the provisions of Ukrainian civil, family, inheritance, registration, registration and procedural legislation, as well as legal peculiarities in force during the period of martial law in Ukraine.
For example, a foreigner is not entitled to own agricultural land in Ukraine and, even if he or she inherits such land, must alienate it within a year. However, a foreign citizen may purchase land for construction, but there are certain criteria and conditions for such acquisition:
1) Foreigners - individuals can purchase non-agricultural land located within settlements, while land located outside settlements is subject to restrictions for foreigners. In particular, among the conditions for such acquisition is that the selected land plot must contain real estate owned directly by the foreigner. In other words, a foreigner can buy a house with a land plot in Ukraine outside the city, but not the land plot itself.
2) Foreign legal entities can buy land within settlements only if it will be used for commercial activities. Whereas outside of settlements, as in the case of individuals, legal entities can buy land only if they have real estate on it.

A legal entity may purchase land owned by an individual or a municipality only if it has a representative office in Ukraine.
General procedure for purchasing land for construction in Ukraine
The sale and purchase agreement for a construction land plot is concluded in the presence and with the assistance of a notary, and is registered in the state register. During the transaction, the notary verifies that all necessary fees have been paid and that all obligations of the parties have been fulfilled, including checking whether the seller has any land pledge or third-party rights to the land.
Payment for the transaction is made directly at the time of the agreement, unless the agreement stipulates a different payment format.
In order to register ownership of a land plot, the original documents retained by the buyer after the purchase (contract, extract) must be submitted to the state register in order to properly re-register them to the new owner.
Agricultural land for sale: prices by region
Important! Since July 2021, Ukraine has lifted the moratorium on the sale of agricultural land, allowing Ukrainians to sell land shares under certain conditions.
Hundreds of thousands of Ukrainians have already exercised the right to freely sell and buy agricultural land: over the 3 years of the open agricultural land market, 250 thousand purchase and sale transactions have been concluded, covering a total area of almost 500 thousand hectares.

Luhansk region - 170,100 UAH/ha;

Kyiv region - 76 804 UAH/ha;
Ternopil region - 63,243 UAH/ha;
Kherson region - 60 534 UAH/ha;
Poltava region - 59 564 UAH/ha;
Volyn region - 58 506 UAH/ha;
Vinnytsia region - 54 810 UAH/ha;
Zakarpattia region - 53 562 UAH/ha;
Rivne region - 53 051 UAH/ha;
Chernivtsi region - 48 962 UAH/ha;
Chernihiv region - 44 809 UAH/ha;
Cherkasy region - 43 528 UAH/ha;
Kirovograd region - 41 041 UAH/ha;
Zhytomyr region - 40 804 UAH/ha;
Odesa region - 38 399 UAH/ha;
Kharkiv region - 38 266 UAH/ha;
Dnipropetrovska oblast - 36 936 UAH/ha;
Zaporizhzhia region - 34 709 UAH/ha;
Mykolaiv region - 34 562 UAH/ha;
Donetsk region - 30 406 UAH/ha;
Sumy region - 29,830 UAH/ha;
As you can see, land prices in Ukraine vary depending on the region, but they cannot be lower than the normative and appraised value specified in the documents.
Over the 3 years of the open agricultural land market, the largest number of transactions was concluded in 2023.
The most active land sales are in Poltava region, where more than 60 thousand hectares of agricultural land have been sold in three years. Dnipropetrovs'k region came in second place with 58 thousand hectares of land sold in 3 years. The top three leaders are Kharkiv region, where 54 thousand hectares of land have been sold since 2021.
The average cost of one hectare of agricultural land in Ukraine is currently UAH 51,247.
