Reduction of transfer limits: how can Ukrainians prove their income?
As of October 1, 2024, Ukraine introduced new rules to limit card transfers between individuals. This innovation aims to strengthen control over income origin, combating the shadow economy and tax evasion. Find out what changes await Ukrainians and how to properly verify your income to avoid blocking funds
Earlier, we reported that the largest Ukrainian banks signed a memorandum on ensuring transparency in the banking payment services market. This decision introduced new restrictions for card transfers, which are designed to increase the transparency of financial transactions and minimize the risks of illegal money trafficking.

Limits on transfers depending on the level of risk
Starting from February 1, 2025, the banking regulator has set a limit of UAH 150,000 per month for P2P transfers in the absence of documentary evidence of income. The restrictions also apply to IBAN transfers. From June 1, 2025, the limit will be UAH 100,000 per month.
This applies to medium and low-risk customers. For “high” risk customers, the limit is set at UAH 50,000 per month.
The “low” risk level is assigned to bank customers who do not violate any rules. If the bank suspects that the client may be involved in money laundering, he or she is assigned a “medium” or “high” risk level and reduced transfer limits.
Banks see the movement of all receipts on customer accounts, which allows them to determine risk levels. The limits do not apply to clients with confirmed sources of income, including salary clients and volunteers.

Possible ways to confirm income
To confirm their income, Ukrainians need to have the following documents:
- Certificates OK5 and OK7;
- Tax return;
- Salary statements;
- Confirmation of enrollment from government agencies;
- Confirmed income of family members;
- Documents confirming volunteer activities.
If a person plans to exceed the monthly limit, he or she must provide the bank with documentary evidence. After that, the bank may cancel the limits completely or set them in an amount that corresponds to the client's financial capacity.
