Finnish authorities are considering resuming deportation of Ukrainians to their homeland. The Finnish Immigration Service (Migri) is considering resuming the deportation of Ukrainian citizens to those regions of Ukraine that are considered safe. This decision is justified by the presence of territories where there is no active hostilities.
Finland may decide to return refugees home again
After the outbreak of russia's full-scale war against Ukraine in February 2022, Finland temporarily suspended the deportation process. However, from September 2024, these procedures may be resumed, albeit with high security standards.
According to Migri representatives, the threshold for making deportation decisions remains “very high.”
Risks of deportation
Forced return or deportation are extreme measures that are applied after careful consideration of each individual case. Migri notes that the number of Ukrainians in Finland who are at risk of deportation is small.
The Finnish government believes that the situation in Ukraine is not homogeneous: some regions remain safe, which makes it possible for some citizens to return. However, the main focus remains on protecting those who are unable to return due to threats to life or health.

The right to temporary protection
Ukrainian citizens in Finland are entitled to temporary protection even if they have received a negative decision on their asylum application. In such cases, they can re-apply to secure their stay in the country.
