
Ukrainian men aged 18-60 can once again receive consular services abroad, but they must have an up-to-date military registration document. In 2024, foreign diplomatic missions temporarily stopped accepting applications for consular services for men of mobilization age. However, in 2025, the situation changed, and men aged 18-60 who are or have been living abroad can again apply for consular services.
However, it is important to know that in order to receive such services, you need to submit not only a standard package of documents, but also a military registration document.

Updating military registration documents
Prior to the introduction of the electronic office of conscripts, persons liable for military service and reservists, only paper military registration documents were valid. Now, with the launch of the Reserve+ application, it is possible to generate an electronic military registration document (e-MRD) in the Oberig register. This document is mandatory for obtaining consular services and must be up-to-date - generated no later than three days before applying to the consulate.
The consul can verify the authenticity of the document by scanning the QR code from the applicant's smartphone. If the document is outdated, it must be updated in the electronic cabinet before visiting the consular office.
What should I do if I do not have a military registration document and a passport?
A passport is required for temporary consular registration. If a citizen does not have it, he or she can first issue an electronic military registration document through Reserve+ and apply to the consulate for a passport.

Services that can be obtained without a military registration document
There are certain exceptions when you can receive the following services without a military registration document:
- Issuance of an identity card for returning to Ukraine (“white passport”).
- Performing consular actions for children of Ukrainian citizens whose second parent is a foreigner or stateless person.
- Performing consular actions for Ukrainian citizens who are under arrest, detained or imprisoned abroad.
