Rules for entering Lithuania for Ukrainians

Allowed:
- persons who will transit through the territory of Lithuania in order to return to their country of residence
- persons in respect of whom a reasoned request has been sent
- Persons holding a long-term national visa of any country of the Schengen area and traveling in transit to the countries of the Schengen area that issued this visa
- family members of citizens of EU countries, the European Economic Area or Switzerland who are traveling with or reuniting with them.

From 13 September 2021, all contact services (with some exceptions, in particular, receiving emergency medical care) will be provided only to persons who have a Lithuanian “Passport of Opportunity” (Galimybių pasas), as well as to those foreigners who:
- have a complete COVID-19 vaccination certificate (in English). It can be either a paper certificate or a digital one generated, in particular, by the Diia application, EU digital COVID certificate, and the like; or
- have a certificate (in English), which confirms that they have been ill and recovered from COVID-19 and no more than 210 days have passed since they received a positive test; or
- have a negative PCR test for COVID-19, if no more than 48 hours have passed since the collection of biological materials; or
- persons under the age of 16.
For such persons, wearing masks and keeping a distance is recommended. For persons without a "Passport of Opportunity", wearing masks and keeping a distance are mandatory.
