For visa-free entry to Romania you need a valid biometric passport and get a health insurance policy for the entire period of stay in the country.

For foreign citizens and stateless persons arriving in Romania from third countries, a quarantine regime (at home / declared address) is established for 14 days, regardless of the zone in which the country from which they arrive is located. The duration of self-isolation can be reduced from 14 to 10 days if a negative Covid PCR test is confirmed on the tenth day of quarantine.
Exceptions can be applied to the following categories of persons:
- persons vaccinated against the COVID-19 virus (vaccines recognized in the EU, with COVID certificates in the Diya app or from the Diya portal) and 10 days have passed since the completion of the full vaccination scheme before entering Romania;
Note! Romania does not accept paper international vaccination certificates.
Romania has adopted vaccines against COVID-19:
• Pfizer-BioNTech (Comirnaty, tozinameran, BNT162b2)
• Moderna (mRNA-1273)
• AstraZeneca / COVISHIELD (ChAdOx1-S, Vaxzevria, AZD1222)
• Janssen / Johnson & Johnson (Ad26.COV2.S)
The list of accepted vaccines may expand in the future.
- persons who remain in Romania for less than 3 days / 72 hours (in exceptional/urgent cases, which is documented) and have a certificate of negative RT-PCR test for SARS-CoV-2 virus infection (issued by Ukraine in accordance with system "Single state portal of electronic services" (Diia portal and mobile applications), carried out not more than 72 hours before boarding (for those traveling by public transport) or entering the national territory (for those traveling) In a situation where citizens do not leave the national territory for 3 days (72 hours), with informing the public health department of the district in which they live, or in which they have the address specified when entering the country, they will be quarantined for 14 days, starting from the fourth day after entering the territory of Romania;
- persons who have been positively confirmed to be infected with the SARS-CoV-2 virus in the last 180 days before entering the country (and have a relevant certificate issued by Ukraine in accordance with the system "Single state portal of electronic services" (Diia portal and mobile applications)), for which at least 14 days have passed from the date of confirmation of infection to the date of entry into the country;
- children under 3 years of age, without the need to present a negative RT-PCR test result;
- children aged 3 to 16, if they have a negative RT-PCR test (issued by Ukraine in accordance with the system "Single state portal of electronic services" (Diia portal and mobile applications), made no later than 72 hours before boarding (for those traveling by public transport) or entering the territory of Romania (for those traveling by their own transport);
- persons in transit if they leave the territory of Romania no later than 24 hours after entering the territory of the country;
- cross-border workers entering Romania from Hungary, Bulgaria, Serbia, Ukraine, Moldova, and Romanian citizens, representatives of economic operators of these countries, who upon entering Romania can provide confirmation of contractual relations with the relevant economic operators;
- pupils/students for the purpose of studying or carrying out activities related to education, admission to Romanian educational institutions (which is documented);
- persons transferred to the Romanian side on the basis of readmission agreements, returned under the accelerated procedure;
- members of international sports delegations arriving in Romania to participate in sports competitions in the presence of a negative result of the RT-PCR test for SARS-CoV-2 virus, conducted no more than 72 hours before entering the country and will be exclusively within the framework of participation in these competitions.
