Departure of Ukrainians from Greece through Romania without a biometric passport: clarification of the embassy

The Embassy of Ukraine in the Hellenic Republic provided information regarding Ukrainian citizens who are in Greece as temporarily displaced persons due to the war in Ukraine:
➡️ with foreign non-biometric passports; or
➡️ without passports.
Given the numerous reports of Ukrainians trying to return to Ukraine, the issue of leaving by land transport for citizens who have non-biometric passports or who do not have foreign passports from Greece to Ukraine in transit through the territories of Bulgaria and Romania remains difficult.
Both countries are not part of the Schengen countries, so travel through their territories is possible only with transit visas (in the direction of Ukraine, only a transit Romanian visa is required).
However, only holders of non-biometric passports can obtain a Romanian transit visa.
Foreign passports are not yet issued in Greece. And in the document giving the right to return to Ukraine – a certificate for returning to Ukraine – the Romanian embassy in Greece refuses to affix transit visas.
Recommendation! Citizens of Ukraine who entered the territory of Greece as temporarily displaced persons due to the war in Ukraine without foreign passports and have already received a certificate of temporary protection, until the issue of travel through the territories of Bulgaria and Romania is resolved, can return to Ukraine through Italy by air or ferry.
