How to open a bank account in Lithuania for Ukrainian refugees?

As of the end of March, there were about 40,000 Ukrainian refugees in Lithuania. Time flies, so, of course, this figure is much higher. They all need to temporarily arrange their lives abroad, receive social assistance, and later - a salary when they find a job. All this means they cannot do without close cooperation with the banking sector of this country.


The Bank of Lithuania is the central regulator of the country's financial system, and its website provides an exhaustive list of institutions it oversees. Citizens of Ukraine are allowed to open accounts in any of them (in euros). And the only obstacle to this step may be the lack of identity card.


Here are some general rules and tips


You can withdraw cash from valid Ukrainian payment cards at any ATM in Lithuania. It is very convenient to collect their location on a single map, regardless of bank affiliation.


It is possible to exchange cash hryvnias (upon presentation of an identity card and so far not more than 300 euros per person) in these institutions:

Special offers from Lithuanian banks


The Bank of Lithuania advises to open a so-called basic payment account, for which the maximum usage fee is regulated (from 0.72 to 1.45 euros per month). Such an account, by the way, also has a basket of services regulated by the central bank:


• cash withdrawal in the ATM network (not less than 550 euros / month);

• internet banking;

• cash deposit(unlimited amount);

• at least 10 transfers per month in euros;

• paycard;

• receiving transfers in euros in unlimited quantities.


However, below is a list of banking institutions that have completely refused to charge a fee (for a term or whatsoever).


Lithuanian branch of AS Citadele banka

Documents. ID.

Account opening procedure. Registration for visiting the bank branch by phone: +370 5 221 9091. Map of branches and ATMs.

Terms. Free account opening, debit card included (may take several days). At the ATM you can withdraw up to 750 euros per month without a fee. Free transfers to Ukrainian bank accounts.


Lithuanian branch of Luminor Bank AS

Documents. ID.

Account opening procedure. Half-distanced: first, either fill in the application on the bank's website, or download this form, fill it out and, adding a scanned passport, send it to [email protected]. Wait for a call from a bank employee who will invite you to the branch to sign the documents. Map of branches and ATMs: https://www.luminor.lt/lt/banko-tinklas.

Terms. The account is opened free of charge, unlimited payments in euros (Lithuania + single payment zone in Europe), in Ukraine - free of charge, a debit card is added - you can withdraw 600 euros per month for free (ATMs and Medus). Account maintenance is free for the first 3 months, then - 2 euros per month. You can immediately apply for the Luminor Black package, then all this is added: withdrawal of up to 400 euros at ATMs of other banks, automatic travel insurance for the client + family, but the payment for the account in three months will be 5.5 euros per month. (insurance not in Ukraine!).


JSC Šiaulių bankas

Documents. Identity card, certificate from the migration service / registration card with a note on the issuance of a temporary residence permit, something that would confirm that you are now linking your life for some time with Lithuania: employment contract, certificate from the municipality or other assistance body etc.

Account opening procedure. You need to register for a visit to the branch here - a map of the existing ones.

Terms. All basic banking services are free. A personal service plan "Traditional for the citizens of Ukraine" with a deferred payment for use has been created (for 1 year). Transfers to Ukraine are free, credit transfers via Internet banking are unlimited. Cash withdrawal - no fees at any ATM, but not more than 1000 euros or the 5th transaction - then the fee will be 2%. ATM map. Internet banking. JSC SEB bankas

Documents. ID.

Account opening procedure. Registration for visiting the bank: +370 5 268 2800 (Mon-Fri, 8.00–20.00). At the opening you will need to fill out a questionnaire. Addresses of branches and ATMs: https://www.seb.lt/atm-find.

Terms. Free account opening, zero commissions for all major financial services. Video consultations on any issues. Information on accounts, payment cards.


Swedbank JSC

Documents. Passport.

Account opening procedure. To visit the branch you need to register online.

Revolut Payments

Documents. Identity card, confirmation of the right to reside in Europe.

Account opening procedure. Download the mobile application: https://cutt.ly/pGh077t. Follow the registration points, choosing the country of residence, address (temporary shelter is also suitable), uploading a passport photo. Terms. You can link Revolut to your bank account in Ukraine by accessing the financial institution's savings mechanisms and additional currencies. With the opening of a standard account you will receive a card, with a limit on transfers up to 1,500 euros / day. There is no service charge, and no currency exchange fees.


SatchelPay

Documents. Color scan of the passport, confirmation of residence in Lithuania (utility bill, bank statement with address, certificate from the registration service - anything).

Account opening procedure. Online. Fill out the application at https://cutt.ly/GGh2jSl. WARNING! In the field "Personal code" enter any 11 digits (that is, the code of EU citizens, we do not have one yet), the field "Tax identification number" - our usual individual tax number, the field "Introducer" can be omitted altogether. Processing for several hours, after which you will be notified of the automatic opening of the account.

Terms. There is support in Ukrainian on tel. +370 5214 1818, e-mail address for questions: [email protected]. "I am proud to be Ukrainian" tariff: free account opening, you can receive social support or salary, pay online or by card offline, transfers around the world. There is no monthly subscription fee, you can open an additional account for free, incoming credits and transfers in the bank's network free of charge. There is mobile banking, virtual cards.


Foxpay

Documents. Identity card with citizenship.

Account opening procedure. The Foxpay card is donated at the entrance to Lithuania by Red Cross representatives or volunteers, and can also be requested by writing to [email protected]. Another option: at https://cutt.ly/KGh2OrQ  enter your last name and first name, phone number, e-mail, then click on the button below these fields and, in fact, this is it. To register in the system you need to download the application (there is Russian). In 15 minutes the card can be used.

Terms. You can deposit cash to your account and receive transfers to it, withdraw cash at ATMs, pay online.


Pervesk (Bankera)

Documents. ID.

Account opening procedure. Go to https://auth.bankera.com/signup, register, and then follow the suggested steps until you open an account.

Terms. Withdrawals (up to 300 euros per month) are free, as well as account opening, card issuance, no service fee, transfers within Europe and to Ukraine.
