Ukraine is preparing to make significant changes to higher education. According to the new draft law, higher education in Ukraine is to be optimized in line with European standards, and students will be given a greater scope of freedom and choice. The changes were announced by Deputy Prime Minister and Minister of Digital Transformation Mykhailo Fedorov on Telegram.


New rules for higher education in Ukraine: details


The main benefits for students include a greater degree of independence. They will now have the opportunity to determine their own study schedule, choose the subjects they are interested in, and even change their major after 1-2 years of study.


Students studying on a contractual basis will be able to independently regulate the duration of their studies. For example, they will be able to accelerate the completion of a bachelor's degree in 3 years instead of the usual 4 or study longer, up to 6 years. This will make it possible to create a more flexible study schedule to pay more attention to specific subjects.


As for the choice of specialty, students will be able to change it after the first or second year. This initiative is aimed at helping young people choose a career path, as it is difficult to make a decision that will determine their future at the age of 17.

Cancellation of full-time and evening education


Distance learning will also become more accessible. Starting in 2024, part-time education will be discontinued, and distance learning will become the main method. This change will help students choose their own time and place for classes.


The organization of classroom classes will also change. Instead of most classes being held in the form of independent work, the number of hours for lectures and practical classes will be determined, depending on the number of ECTS credits.


For regulated specialties, there will be fewer elective courses, and for non-regulated specialties, students will have more choices, with 25% to 50% of elective courses.


It is important to note that the ECTS credit is a unit of measurement of the student workload and is defined in 30 academic hours for a full-time student workload.
