International pensions for Ukrainians: who has to submit documents of survival to the Pension Fund to receive payments?
Ukraine's international pension agreements cover nine European countries where Ukrainians can receive payments under special conditions. Find out which countries are involved and which citizens need to provide the Pension Fund with an identification document to continue receiving their pension
Ukraine has entered into a number of international social security treaties that allow Ukrainian pensioners to receive payments in other countries. As the Pension Fund of Ukraine (PFU) website reminds us, these agreements regulate the procedure for paying pensions to citizens who have moved abroad for permanent residence. However, in order to continue receiving payments, Ukrainians need to submit an identity document. The article below explains who this requirement applies to and how to apply.
We have told you more about the rules for receiving pensions in Poland and Germany for Ukrainians in previous articles.
Conditions under which Ukrainians are granted and paid pensions abroad
Currently, international agreements are in place with nine European countries:
● The Kingdom of Spain
● Republic of Latvia
● Slovak Republic
● Republic of Lithuania
● Czech Republic
● Republic of Bulgaria
● Republic of Portugal
● Republic of Estonia
● Republic of Poland
The key feature of these interstate agreements is that each state grants and pays a pension for the pensionable service acquired on its territory. At the same time, the pensionable service record gained in other contracting states is taken into account only for the purpose of determining eligibility for a pension.
Such pensions are paid on a quarterly basis: through the competent authority of the contracting state or by transferring them to the pensioner's personal bank account in the country of residence.

Who needs to provide an identity document?
To continue receiving pension payments, pensioners must annually confirm the fact of their survival:
1. Pensioners who receive payments through the competent authorities are identified directly with the authorities of the country of residence.
2. Pensioners who receive payments to a bank account and reside in Spain, Slovakia, the Czech Republic, Bulgaria, Portugal and Poland must provide the Pension Fund of Ukraine with an officially certified document “Confirmation of the fact that the person is alive”. This procedure must be completed annually by December 31.
Where can I find a sample of an identity document?
Application forms for confirmation of survival can be obtained on the information page of the Pension Fund of Ukraine's electronic services web portal at this link.
