The Italian government divides all countries and territories of the world into categories according to the epidemiological situation. For the past few months, Ukraine was on List D, which meant permission to enter for any purpose, and fully vaccinated tourists did not need to be quarantined.
But on December 15, 2021, updated lists of countries were published – Ukraine was assigned to List E. Therefore, from December 16, everyone who travels to Italy from Ukraine or in transit through Ukraine, optional trips, including for tourism purposes, are prohibited.
This limitation will remain in effect until at least January 31, 2022.
Who is allowed to cross the Italian border
Entry into Italy is always allowed for citizens of Italy, the European Union, the Schengen area and their family members. As well as persons with long-term resident status and their family members (Directive 2004/38/EU).
From December 16, 2021, entry to Italy for Ukrainians from Ukraine, regardless of the vaccination status, is allowed only for urgent reasons, documented:
- work;
- treatment and other humanitarian reasons;
- education;
- absolute necessity (funeral, serious illness of a relative, subpoena, etc.);
- return to the place of residence.
It also confirmed the possibility of entering Italy from the E-List countries for persons with confirmed and stable emotional relationships (even if they do not live together) with citizens of Italy / EU / Schengen area or with Italian residents.
Exceptions also apply to athletes, technicians, referees and competition officials, representatives of the foreign press and accompanying persons participating in sports competitions of the highest national interest in accordance with the provisions of the Italian National Olympic Committee (CONI) and the Italian Paralympic Committee.
There is one more important detail. Italy draws attention to which countries the citizen was in in the last two weeks before entry. Therefore, Ukrainians can enter to Italy for the purpose of tourism if they have spent at least 14 days outside Ukraine (that is, the countries of List E).
Entry rules for Italy
For visa-free entry to Italy, you must have:
- biometric passport, which expires earlier than three months before leaving the country;
- money at the rate of 45-50 euros per day per person;
- an insurance policy covering covid treatment and observation costs, valid in all EU countries;
- completed online form of sanitary control Passenger Locator Form, which is available at the link https://app.euplf.eu/;
- a certificate of a negative result of a PCR test, which must be done no more than 72 hours before entry or a rapid antigen test performed within 24 hours before entry.
Children under 6 years of age are exempt from testing.
After crossing the border, you need to reach your final destination in Italy only by personal transport and self-isolate at the address indicated in the Passenger Locator Form within 10 days. At the end of the 10-day self-isolation period, take an additional molecular or antigenic test.
Please note that the final decision to permit or deny entry to third-country nationals is always taken by the Italian Border Police.
