Cancellation of car insurance benefits in 2025: what changes are in store for drivers?
Changes in car insurance will come into force in January. Find out more about which categories of drivers will no longer be able to enjoy the benefits of a motor citizen in 2025
In 2025, the law “On Compulsory Insurance of Civil Liability of Owners of Land Vehicles” will come into force, introducing significant changes to motor third-party liability insurance. One of these innovations is the abolition of benefits for certain categories of drivers. This decision will have a significant impact on the motor insurance market, as well as on the financial obligations of car owners.

Reasons for the cancellation of benefits
The main reason for the abolition of benefits for motor third party liability insurance is the need to stabilize the insurance market and balance financial flows. Due to the large number of beneficiaries, insurance companies incurred additional costs, which made it difficult to pay compensation to victims. At the same time, the increasing number of cars on Ukrainian roads creates a need for a fair distribution of the financial burden among all car owners.

Key changes in the benefits of motor third party liability insurance
Until the end of 2024, there were 2 privileged categories:
1. Exempted from purchasing MTPL insurance for which MTIBU paid compensation;
2. Persons entitled to a 50% discount on insurance.
Starting in 2025, none of the categories of drivers will be exempt from purchasing CTPCI. All beneficiaries will be required to take out insurance, but can claim a 50% discount.
This applies to the following categories of people:
- Combatants;
- Injured participants of the Revolution of Dignity;
- Participants of the war;
- Persons with disabilities of group II;
- Persons affected by the Chornobyl disaster, classified as category I or II;
- Pensioners;
- Persons with disabilities of group I.
However, the Verkhovna Rada has already registered draft law No. 12295, which again proposes to exempt combatants, persons with disabilities as a result of war and affected participants of the Revolution of Dignity from obtaining motor third-party liability insurance until December 31, 2025. Therefore, some benefits may be restored.

What are the conditions for getting a 50% discount on CTPCI?
To get the discount, you must meet the following requirements:
- The vehicle must have an engine capacity of up to 2500 cm3 or an electric motor power of up to 100 kW inclusive;
- The vehicle must be owned by a person with privileged ownership rights;
- The vehicle may be driven only by the policyholder or other persons who also belong to the privileged categories;
- The vehicle may not be used for the provision of commercial services, transportation of passengers and cargo.
Increase in the cost of CTPCI in 2025
In addition to the changes for beneficiaries, the cost of motor third party liability insurance is also expected to increase from January 1. Insurers will have more freedom in setting policy prices.
Also, the individual history of the driver will be taken into account when calculating the price. Therefore, people who have been found guilty of an accident will have to pay more for an insurance policy.
In addition, the price increase will also increase the amount of insurance compensation. Maximum payments will increase:
- For damage to life and health - from UAH 320,000 to UAH 500,000;
- For property damage - from UAH 160,000 to UAH 250,000.
For privileged categories of citizens, it is still possible to take out a policy at half the cost, which makes insurance more affordable.
