How to obtain temporary protection in Portugal?
Temporary protection in Portugal for Ukrainian citizens is regulated by Council of Ministers Resolution No. 29-A/2022, which establishes a simplified procedure for granting such status. This status gives the right to reside in the country and access to basic social services.
Who is eligible for temporary protection in Portugal
● Citizens of Ukraine and their relatives who came from the territory of Ukraine and cannot return due to military operations.
● Citizens of other countries who are family members of Ukrainian citizens or persons who have been granted international protection in Ukraine.
● Stateless persons who have been living in Ukraine and cannot safely return to their country of origin.
The procedure for obtaining temporary protection
1. Online registration:
● Adults (18 years and older) can apply via the SEFforUkraine portal.
● For minors, the application must be submitted in person at one of the offices of the Service for Foreigners and Borders (SEF) to confirm guardianship.
2. Tosubmit the application in person:
● Go to one of the National Centers for the Support of Migrant Integration (CNAIM) in Lisbon, Porto or Faro, or to the regional offices of the SEF.

● Passport or other identity document.

● Tax number (NIF) for opening a bank account and financial transactions.
● Social Security Number (NISS) for accessing social benefits and employment.
● National Health Service (SNS) user number to access healthcare services.

How to withdraw from temporary protection in another country before applying in Portugal
According to the EU Temporary Protection Directive, a person can enjoy temporary protection in only one EU member state. Therefore, if you have already been granted temporary protection in Slovakia or Ireland, you must officially renounce this status in the previous country before applying to Portugal.
The procedure for withdrawing temporary protection
1. In Slovakia:
● Contact the Foreign Police office where you were granted the status and submit a written application for withdrawal of temporary protection.
